Women engage in political institutions and processes
In 2021, UN Women worked closely with the Electoral Commission and the Women’s Movement, a partnership that improved women’s participation in the electoral process and increased awareness towards gender responsive elections. As a result, strategic recommendations on the conduct of elections in the COVID-19 context and the need to minimize election related violence were issued. The recommendations aided a reasonably fair electoral process that saw an increase in the number of registered voters from 15,277,198 in 2016 to 18,103,603 in 2021. This followed targeted voter education campaigns that encouraged women and youth to participate in elections. An estimated 25 million people enhanced their knowledge on civil rights and responsibilities through the Mulembe gwa Digito campaigns that was conducted on radio stations, Television, social media and Caravan. Overall, the proportion of women in Uganda’s cabinet increased from 27 percent in 2016 to 46 percent in 2021. This includes women in top positions such as Vice President, Prime Minister and First Deputy Prime Minister. While this progress cannot be attributed to one single entity and is known to have come from a protracted advocacy spanning several years, the contribution of Uganda’s Women’s movement towards this significant gain has been well recognized. UN Women Uganda has been a major contributor to the Women’s Movement, with recent support going to AWLN, the Women’s Situation Room, and several CSOs who are part and parcel of the Women’s Movement. UN Women’s partnership with the Electoral Commission (EC) also led to increased disaggregation of election related data. Example data on election petitions submitted from the January 2021 general elections were disaggregated. This informed the EC on gender differences in accessibility to election dispute resolution arbitration mechanisms or structures. The EC is in the process to address such disparities. This compilation of petitions also tracked the nature or type of allegations which will inform EC on the effectiveness or gaps embedded in the conduct and processes of elections after the court ruling or judgments. Further to this, the EC Gender Training Manual was developed. A trainer of trainers’ handbook to give guidelines to the trainers who will be users of the EC Gender Training Manual was also developed and due for printing. These two documents will increase gender awareness at the EC among staff and personnel.Disclaimer and notes
