The legislative and institutional environment to formulate and implement laws and policies that promote gender equality and women’s empowerment in line with the 2014 Egyptian Constitution and relevant international norms and standards is enhanced.
Capacity development support to national counterparts, particularly the NCW and women’s rights organizations/CSOs to promote gender equality issues in line with Egypt’s national priorities and international commitments. It will support the NCW to assess progress and fulfill Egypt’s obligations related to implementation of CEDAW [Egypt will submit its combined 8th and 9th report to the CEDAW Committee in 2020] and the Beijing Declaration and Platform for Action through supporting the participation of representatives of national and local government, women’s rights/CSOs in the CSW64 in New York, the Safe Cities and Safe Public Spaces Global Leaders’ Forum in Rabat and Generation Equality Forum. Furthermore ECO will undertake a comprehensive review of the law through supporting case-law analysis and advocacy activities in collaboration with governmental and civil society organizations to push for law reform as well as continute to provide national ID cards for marginalized women.

At the policy level, the promulgation of the Unified Budget law in 2022 was an important step in UN Women's partnership with the Ministry of Finance on GRB. The Law requires the government to adopt more transparent planning of public finances, mandating an annual medium-term budgetary and fiscal strategy be presented to the House of Representatives and requires set spending limits for each ministry. The law also enshrined the implementation of program and performance budgeting with a grace period of 4 years. UN Women provided technical assistance to the development of the by law to ensure that GRB is incorproated in the budget cycle.Disclaimer and notes
