About UN Women's Strategic Plan 2022–2025

UN Women’s Strategic Plan 2022–2025 sets a vision and roadmap for supporting the achievement of the Sustainable Development Goals by 2030. The Transparency Portal's Our Global Results section presents UN Women’s global results under the Plan, starting in 2022. 

Through its Strategic Plan, UN Women leverages its unique triple mandate – encompassing support for norms and standards, UN system coordination and operational work – to mobilize urgent and sustained action to achieve gender equality and the empowerment of all women and girls. 

Given the interconnected global challenges of today, UN Women focuses on integrated approaches to address the root causes of gender inequality, trigger broader systemic changes, and achieve long-term results across the areas of development, peace and humanitarian action.

Strategic Plan annual results data notes

The Transparency Portal is an official annex of UN Women’s Executive Director’s Annual Report. It spotlights progress on development and operational results at impact, outcome and output levels, measured by indicators profiled in Our Global Results. An initial scorecard shows performance towards milestones by indicator, followed by details on indicator baselines, milestones and targets. Field-level data from which global results are tallied, appear under Our Reach.

All indicators are based on the Strategic Plan’s Integrated Resource and Results Framework. Baselines refer to data from 2021 unless otherwise stated. Targets refer to 2025 or 2030 as stated. 

For all indicators with available data, progress from the baseline to the 2022 milestone is noted in three categories: 90 per cent or more (green), 60 to 89 per cent (amber) and less than 60 per cent (red). The scorecard sets a maximum ceiling of 150 per cent for any given milestone. Ten out of 11 impact indicators are Sustainable Development Goals indicators.

The methodology to measure indicators is either cumulative or annual. The first approach, an accumulation of results so far, involves counting the number (generally, countries and territories) reported under an indicator, including the baseline value plus all subsequent years. Countries and territories are counted only once throughout the Strategic Plan period, unless stated otherwise. The second approach calculates results by counting the number reported under an indicator in the current year. 

All UN Women field and headquarters offices monitor and report their contributions to UN Women’s Strategic Plan through the corporate results management system. The Transparency Portal shares key data from that system with external audiences as part of UN Women’s commitment to transparency and accountability. Footnotes on indicator scorecards list countries and territories reporting contributions to results.
