    Summary of country programme

    Since 1992 as the United Nations Development Fund for Women (UNIFEM), and since 2010 as the United Nations Entity for Gender Equality and Empowerment of Women, UN Women in Brazil has been working with the federal and sub-national governments, Congress and Judiciary to advance equality of rights and opportunities for women and girls. UN Women supports implementation of the national development agenda and international women’s human rights commitments three areas: 

    • Gender-responsive governance and women’s leadership 

    • Women’s economic empowerment 

    • Elimination of violence against women and girls 

    UN Women coordinates and promotes UN system’s work on gender equality. A member of the UN Country Team, UN Women leads the Inter-Agency Thematic Group on Gender, Race and Ethnicity, and actively promotes elimination of intersectional discrimination in all areas of work in Brazil. 

    UN Women has a special relationship with women’s movement and promotes full participation of women’s groups and organizations in all areas of life. We work with grassroots women organizations and support their development. We work through integrated normative and technical support, capacity building, social mobilization and advocacy.

    Advancing SDGs: UN Women's impact and key achievements

    In the G20 Rio de Janeiro Leaders� Declaration, countries committed to promoting gender equality and all women's rights as a prerequisite for economic development by ensuring women's full participation in the workforce and leadership roles. The Global Alliance against Hunger, created in the context of the Brazilian Presidency of the Task Force on Climate Change, incorporated an intersectional gender equality approach. They emphasized the importance of gender equality in paid and unpaid care work, condemned all forms of discrimination against women and girls, and highlighted the need for gender equality in environmental policies. The Leader�s Declaration underscored the commitment to fulfilling the Beijing Declaration and Platform for Action and implementing the G20 Roadmap Towards and Beyond the Brisbane Goal to close the gender pay gap. These are pivotal in driving the implementation of Sustainable Development Goals (SDGs), particularly SDG 5 (Gender Equality), SDG 8 (Decent Work and Economic Growth), and SDG 13 (Climate Action), ensuring a comprehensive approach to sustainable development. The ripple effect of addressing gender-responsive climate action and care work at this level is far-reaching, encouraging international organizations and governments to adopt similar priorities. The Leaders� Declaration is built on The Chair's Statement on Gender Equality and the Empowerment of Women and proposals to achieve gender equality discussed in G20 working groups and engagement groups. In 2024, the G20 Empowerment of Women Working Group convened for the first time, chaired by the Ministry of Women. It marked a significant moment by adopting the following priority areas: i. Equality � including Care, ii. Ending misogyny and violence against women, and iii. Climate Justice. For the first time, the G20 had a side event dedicated to gender equality in the Finance Track, resulting in a list of recommendations. It was also the first time it discussed the role of public development banks to foster the economic empowerment of Afro Descendant women. UN Women played a key role in this outcome by providing technical assistance to the Ministry of Women, the W20 delegates and other partners aiding in priority setting, generating platforms for debate social mobilization and providing inputs to discussions and supporting the use of evidence and data to guide decision-making.     By 2027, Brazilian society - especially groups and people in vulnerable situations - will have greater access to quality public goods and services, digital inclusion and new technologies, greater capacity to exercise their rights and contribute to the decision-making process, free of violence and discrimination, to reduce social inequalities and promote generation equality, gender, race, and ethnicity.

    By 2027, Brazil will have advanced in economic inclusion that contributes to the reduction of poverty, hunger, vulnerabilities, inequalities, and discrimination of generation, gender, race and ethnicity, and that guarantees the right to transformative education for the full development of the person and access to decent work, opportunities for income generation, social, economic and care policy protection and resilient infrastructure, ensuring equal opportunities and sustainability.

    By 2027, Brazil will have expanded and strengthened the systems of rights guarantees so that they are even more effective in the transversal integration of respect for human rights and equality of generation, gender, race and ethnicity, in confronting their violations and the multiple forms of discrimination and violence, including gender-based violence, and to promote the coordinated action of different instances at all levels of government, as well as the participation of civil society.?
