    Summary of country programme

Remaining one of the worst humanitarian crises in the world and one of the most fragile countries, the CAR has 63% of its 5 million inhabitants in need of humanitarian assistance, including 2.2 million with acute needs, figures on the rise since 2014 with a seesaw evolution since 2019. Faced with the constant resurgence of armed conflicts and the search for better living conditions, to date, 658,000 Central Africans are internally displaced persons (IDPs) - peaking at 742,000 in 2021 and at least 60% of them women - and more than 738,000 have sought refuge in neighboring countries.

This complex crisis, which combines political, security, humanitarian, and social crisis, has led to a profound deterioration of national and community structures and infrastructures and requires increased efforts to ensure that the population has the ability to meet their basic needs, access basic social services base, and live dignified lives. Women, because of the additional factors of their vulnerability, continue to pay the highest price and carry an additional burden on their household, community and country level, in the absence of holistic and sustainable solutions to the crisis. These challenges are compounded with existing gender discriminations perpetuated by socio-cultural norms.

UN Women began operating in Central African Republic (CAR) since July 2015 as a Program Presence and became a full country office in 2021, to support the Central African authorities in advancing gender equality and women's empowerment as well as providing a multisectoral response to the specific needs of women in times of crisis for the implementation of the recommendations made by women during the Forum of Bangui in May 2015.

UN Women CAR prioritizes initiatives and programs in areas that are fundamental to women's equality and can contribute to the progress and development of gender equality both in humanitarian and development context. Its current projects and programmes focus on:

    • Governance & Participation in Public Life
    • Women’s Economic Empowerment
    • Women, Peace and Security, Humanitarian Action, and Disaster Risk Reduction
    • Ending Violence Against Women

Since the start of its operations in CAR, UN Women has been able to positively influence gender mainstreaming in the country through successfully implementing its coordination mandate. The Office has been chairing the UN Gender Thematic Group, participating to the gender and humanitarian thematic group, while participating in other thematic working group within the UN Country team. UN Women CAR also serves as the knowledge hub and leading agency on strategic support and advice to United Nations country teams in enhancing gender mainstreaming efforts in the country.

Advancing SDGs: UN Women's impact and key achievements

The National Authority of Elections (ANE) is preparing for the 2024-2025 local elections in the Central African Republic, which had not been held since 1988. UN Women provided a National Gender and Election Specialist to support gender mainstreaming in the electoral process. This included offering professional, technical, and strategic advisory services, as well as training staff and electoral actors on gender mainstreaming in the programming and implementation of ANE operations. During the initial phase of updating the electoral register, UN Women and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) focused on increasing the registration rate of women, young girls, and other vulnerable groups, aiming for gender parity on the electoral list. Neighborhood and village chiefs played a crucial role in the testimony mechanism for voter registration, allowing those without official identification documents to register. The success of these initiatives in the initial operational areas provides a solid foundation for expanding activities to other zones, ensuring more inclusive participation in the 2025 elections. Additionally, UN Women has worked to integrate a gender perspective into the defense and security sectors, promoting women, peace, and security. This involved creating a gender structure within the Ministry of Defense, developing action plans, and establishing a committee to combat Gender-Based Violence (GBV). UN Women supported the Ministry of National Defense and the General Staff of the Armed Forces in establishing a committee responsible for developing a directive on gender and combating GBV within the Central African Armed Forces. UN Women was requested by MINUSCA to provide technical support for capacity building of members of the defense and security forces on the importance of integrating gender within the defense and security forces for peace consolidation. By making the defense and security sector gender-sensitive, UN Women contributes to improving protection mechanisms for women and strengthens overall peace and security by ensuring a more inclusive and equitable response to security challenges in the Central African Republic. To reduce all forms of violence, exploitation, and discrimination, including gender-based violence, UN Women is implementing several actions to strengthen the mobilization and coordination capacities of the Ministry of Women and decentralized ANE organizations such as the National Parity Observatory (ONP) and actors committed to the protection of children in the Central African Republic. These actions include training traditional leaders in the prevention of GBV within communities, organizing workshops for traditional leaders, civil society leaders, religious communities, human rights organizations, and the media.

Advancing SDGs: UN Women's impact and key achievements

In the framework of the Resolution 1325 implementation, UN Women CAR has engaged the Ministry of Defense and supported the effective participation of women ang gender mainstreaming of its operations, through leveraging the transformative potential of the Women, Peace, Security Agenda. Through UN Womens strategic advocacy and technical support, in 2023, the Ministerial Decree no 156/MDNRA/DIRCAB/DGRH/SEC has established four members of the Military personnel in charge of gender-related issues, starting with a Director of Gender. UN Women continues supporting the ongoing operationalization of a Gender Directorate, as a key tool to ensure gender mainstreaming in the. In addition, UN Womens support to the National Security Sector Reform efforts has strengthened the National Border Management Policy, through ensuring gender mainstreaming as well as women and youth-focused interventions are included. The ongoing engagement on supporting border management will be achieved through strategic partnership with MINUSCA and the Coordination of the National SSR Strategy, in implementation of the SDGs 16 and 5, and UNSCR 1325.
