Advancing SDGs: UN Women's impact and key achievements
: In 2025, the most significant result achieved by UN Women in the Central African Republic was the meaningful expansion of women’s safety, leadership and participation across the country’s security, justice, peacebuilding and recovery efforts. Through coordinated action, women and girls accessed essential protection services, increased their economic opportunities, and took on stronger roles in their communities.
With UN Women’s support, thousands of women and girls benefited from safe spaces, psychosocial support, legal aid and community?based protection systems, helping survivors of violence recover with dignity. Women also strengthened their economic resilience through group savings initiatives, vocational training and improved access to local markets. In parallel, UN Women helped expand women’s participation in peace and decision?making processes by supporting women’s organizations, community mediators and emerging leaders.
This progress was made possible through close partnerships with national institutions, including ministries, local authorities and justice actors; with civil society organizations working on women’s rights, peace and protection; and with United Nations partners who supported joint action in humanitarian, development and peacebuilding settings. Together, these efforts contributed directly to global goals on gender equality, reduced inequalities and inclusive institutions, and improved the daily lives of women and girls in communities most affected by insecurity and social vulnerability.

Advancing SDGs: UN Women's impact and key achievements
The National Authority of Elections (ANE) is preparing for the 2024-2025 local elections in the Central African Republic, which had not been held since 1988. UN Women provided a National Gender and Election Specialist to support gender mainstreaming in the electoral process. This included offering professional, technical, and strategic advisory services, as well as training staff and electoral actors on gender mainstreaming in the programming and implementation of ANE operations.
During the initial phase of updating the electoral register, UN Women and the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) focused on increasing the registration rate of women, young girls, and other vulnerable groups, aiming for gender parity on the electoral list. Neighborhood and village chiefs played a crucial role in the testimony mechanism for voter registration, allowing those without official identification documents to register.
The success of these initiatives in the initial operational areas provides a solid foundation for expanding activities to other zones, ensuring more inclusive participation in the 2025 elections. Additionally, UN Women has worked to integrate a gender perspective into the defense and security sectors, promoting women, peace, and security. This involved creating a gender structure within the Ministry of Defense, developing action plans, and establishing a committee to combat Gender-Based Violence (GBV). UN Women supported the Ministry of National Defense and the General Staff of the Armed Forces in establishing a committee responsible for developing a directive on gender and combating GBV within the Central African Armed Forces.
UN Women was requested by MINUSCA to provide technical support for capacity building of members of the defense and security forces on the importance of integrating gender within the defense and security forces for peace consolidation. By making the defense and security sector gender-sensitive, UN Women contributes to improving protection mechanisms for women and strengthens overall peace and security by ensuring a more inclusive and equitable response to security challenges in the Central African Republic.
To reduce all forms of violence, exploitation, and discrimination, including gender-based violence, UN Women is implementing several actions to strengthen the mobilization and coordination capacities of the Ministry of Women and decentralized ANE organizations such as the National Parity Observatory (ONP) and actors committed to the protection of children in the Central African Republic. These actions include training traditional leaders in the prevention of GBV within communities, organizing workshops for traditional leaders, civil society leaders, religious communities, human rights organizations, and the media.

Through UN Women’s strategic advocacy and technical support, in 2023, the Ministerial Decree no 156/MDNRA/DIRCAB/DGRH/SEC has established four members of the Military personnel in charge of gender-related issues, starting with a Director of Gender. UN Women continues supporting the ongoing operationalization of a Gender Directorate, as a key tool to ensure gender mainstreaming in the. In addition, UN Women’s support to the National Security Sector Reform efforts has strengthened the National Border Management Policy, through ensuring gender mainstreaming as well as women and youth-focused interventions are included. The ongoing engagement on supporting border management will be achieved through strategic partnership with MINUSCA and the Coordination of the National SSR Strategy, in implementation of the SDGs 16 and 5, and UNSCR 1325.

In 2022, UN Women played an important role in strengthening the legal and normative framework on gender equality and women's empowerment and in achieving the goals of the SDGs (Goal 5: Gender Equality, Goal 10: Reduce Inequality, Goal 16: Peace and Justice - Strong Institutions). The ministry in charge of gender developed and submitted the 2021-2022 report on the implementation of the second national action plan on Resolution 1325 to the African Union and other key stakeholders and was able to use the results to identify gaps and strengthen advocacy to address them. In addition, the Central African government developed a draft law on harassment in the family, school, university, and socio-professional environment. Moreover, a draft revision of the electoral law has been prepared to make it more gender sensitive and will be sent to the national assembly for adoption in 2023. These results were achieved with the technical and financial support of UN Women CAR in partnership with civil society organizations.
In addition, UN Women supported the improvement of women's socio-economic conditions, through financial support and the provision of technical expertise to the Government (Ministry of Women's Promotion, Family and Child Protection) to develop the national strategy for women's socio-economic empowerment by mobilizing other technical and financial partners such as the European Union, the African Union and the AfDB. The multifaceted support of the Office has enabled the popularization of local land governance charters, developed by the Office in 2021, as well as advocacy with communal authorities for the management of land-related conflicts, considering gender sensitivity. 500 hectares of land have been granted to rural women for their development and agricultural kits have been offered to 350 women within the framework of inter-agency coordination initiatives, thanks to the advocacy of UN Women.
To progressively remove social and cultural barriers to gender equality, women in CAR have initiated discussions with traditional and religious leaders and civil society to develop the HeForShe program in Central African Republic. The traditional leaders are mobilized and committed to be actively involved in the prevention of GBV and to work for a change of behavior that promotes gender equality by reducing bottlenecks. In 2023 UN Women will support the implementation of the National Network of Traditional Leaders of the country.

Outcome result statementThe representation level of Central African women in decision-making is low and below international standards (30%). Only 22% of women are members of Government, 13% of women parliamentarians, 11% of women mayors. The women participation rate in CAR is all the more striking given that the constitution of March 2016 reaffirmed the principle of equality between men and women, and a law on Parity was passed in November 2016 with an evolutionary quota principle of 35% until 2026 and 50% beyond.
This output includes 2 projects, including the “Projet Femmes arbres de paix” on PBF funding and the Governance and Women Political Participation Project, which is a response to the urgent need to act to reverse trends. They are a mechanism to support the Government in keeping with its national and international commitments to women. This output will enable CAR to take advantage of the benefits and opportunities of greater participation of women in formal peacebuilding mechanisms as evidenced by

Outcome result statementIt is now widely accepted that climate change has considerable consequences and creates conflicts between populations in both urban and rural areas. This makes the living conditions of communities, especially those of women and girls, even more difficult in a context where 81% of women are poor in rural areas compared to 69% of men. These conflicts cause security and development problems on an unprecedented scale, particularly for the CAR where the majority of population is female (50.2%) and depends on agriculture (the main source of income for 90% of households in rural areas), fisheries and livestock for the livelihoods of female-headed households. This Outcome aims to respond to the urgent problem of climate change that has long been a cause of conflicts in the Central African Republic with consequences for the resilience of women and girls, since most of them are farmers to see their fields destroyed without a legal response. They do not have control or land rights.
