    Summary of country programme

    Since 1992 as the United Nations Development Fund for Women (UNIFEM), and since 2010 as the United Nations Entity for Gender Equality and Empowerment of Women, UN Women in Brazil has been working with the federal and sub-national governments, Congress and Judiciary to advance equality of rights and opportunities for women and girls. UN Women supports implementation of the national development agenda and international women’s human rights commitments three areas: 

    • Gender-responsive governance and women’s leadership 

    • Women’s economic empowerment 

    • Elimination of violence against women and girls 

    UN Women coordinates and promotes UN system’s work on gender equality. A member of the UN Country Team, UN Women leads the Inter-Agency Thematic Group on Gender, Race and Ethnicity, and actively promotes elimination of intersectional discrimination in all areas of work in Brazil. 

    UN Women has a special relationship with women’s movement and promotes full participation of women’s groups and organizations in all areas of life. We work with grassroots women organizations and support their development. We work through integrated normative and technical support, capacity building, social mobilization and advocacy.

    Advancing SDGs: UN Women's impact and key achievements

    In 2023, the LAC Region consolidated itself as a leader in promoting innovation to accomplish SDG 5 target 5.4. This was achieved through the commitment of several countries to promote change in the social organization of care by creating the first ever permanent intergovernmental fora to discuss and suggest care strategies, the Technical Commission on Care of Mercosur, as a result of UN Women support through its normative and operational mandate. During the 42nd Meeting of Social Development of Mercosur (RMADS), the commission was created by member states and, holding the Pro-tempore presidency of the group, Brazil had a leading role. Its creation was announced during an international seminar co-organized by the Ministry of Social Development and UN Women, and and marks the advances made in the region one year after the signature of the Buenos Aires Commitment. Positioning the care agenda in Mercosur was the culmination of Brazil's efforts during the reporting period, with UN Women technical support. During this period, the Federal Government created the Ministry of Women - and a Secretariat of Economic Autonomy and Care Policies -, as well as a Secretariat of Care and Family within the Ministry of Social Development. UN Women country office has been working closely with both institutions, and 18 other federal institutions, actively participating at the newly established Interministerial Working Group (IWG), responsible for developing the National Care Policy and Plan. In this context, the Government of Brazil had increased capacities and access to information on how to formulate, implement and monitor care policies as a result of UN Women technical and operational support to the IWG, as well as its constant advocacy efforts. Additionally, members from the 20 ministries and governmental institutions that composes the IWG had increased access to information on international good practices of care policies, care legislation and financing for care from the Global South, as a result of first Seminar on Care Policies and Systems of Mercosur, held during the RMADS with support UN Women.
