On the reporting year, the CO continued implementing the changes started in 2020 after audit and mid-term review recommendations towards a strengthened culture of results-based management. As a result of additional trainings, aligned with the SOPs in place, on topics such as results-based reporting and knowledge production, programme personnel are now aware of the policies, procedures and guidance frameworks (PPGF) related to knowledge management, reporting and are better prepared to produce report and knowledge products.

Focused deepening the knowledge and skills of the team in results-based management (RBM) the Country Office rolled out the regular trainings, refreshers and on-job guidance for staff designed by the Programme Management Support Unit. In addition, 100 per cent of CO staff have accomplished the refresher of the corporate basic and advanced RBM trainings by 1 April 2022. The efforts resulted in high quality results-based donor and annual reports. The Country Portfolio Evaluation (CPE) published in 2022, confirmed that the CO efforts to institutionalize, nurture and sustain the RBM culture through consistent prioritization of the RBM capacity building improved the overall performance of the CO. The CPE also concluded the strong M&E capacity of the CO, timely and quality monitoring of indicators. The CO has been implementing key actions to address CPE recommendation for further promoting “a culture of collaboration and innovation, building an enabling work environment for personnel while also strengthening results-based management practices to capture and communicate CO results and fine-tune its programming”. These include establishment of the peer task forces, reviewing SOPs based on staff feedback, regular RBM trainings, running annual strategic thinking workshops with the team, measures to reinforce the collaboration between operations and programme and the development of a proposal for establishing a Programme and Operations Management Support Unit (POMSU) to increase synergetic approach to country programme implementation.

In 2023, the UN Women Country Office continued to implement results-based management and produced high quality donor reports, annual reports, and knowledge products as a result of increased awareness of policies, procedures and guidance frameworks (PPGF) and enhanced capacities of personnel on results-based reporting, UN writing and editorial guidelines. In 2023, the UN Women CO planned and designed one evaluation and two assessments (two planned evaluations were reclassified as assessments, in dialogue with the respective donors), with PMSU technical support, which will be finalized in 2024. The CO implemented key actions to address CPE recommendations for further promoting “a culture of collaboration and innovation, building an enabling work environment for personnel while also strengthening results-based management practices to capture and communicate CO results and fine-tune its programming”. Among the action implemented in 2023 were the inclusion of sustainability strategies more explicitly into project design, revision of the CO Leaving No One Behind in light of the new Strategic Note to inform project selection and design, development of a private sector engagement strategy as a cross-cutting approach, resumption and diversification of partnerships with the Federal Government, strategic prioritization of resource mobilization vis a vis existing opportunities, establishment of strategic selection criteria with a view to heightened impact for the new Strategic Note, and revision of portfolio of current and planned actions according to these criteria.
