For this purpose it uses gross national income (GNI) per capita data in U.S. dollars, converted from local currency using the World Bank Atlas method, which is applied to smooth exchange rate fluctuations. i-icon Least Developed Country:Yes Since 1971, the United Nations has recognized LDCs as a category of States that are deemed highly disadvantaged in their development process, for structural, historical and also geographical reasons. Three criteria are used: per capita income, human assets, and economic vulnerability. i-icon Gender Inequality Index:0.575 GII is a composite metric of gender inequality using three dimensions: reproductive health, empowerment and the labour market. A low GII value indicates low inequality between women and men, and vice-versa. i-icon Gender Development Index:0.723 GDI measures gender inequalities in achievement in three basic dimensions of human development: health, education, and command over economic resources.

To enhance organizational effectiveness, with a focus on management of financial and human resources in pursuit of results

In 2022, the Brazil Country Office continued investing in organizational effectiveness, with a particular focus on internal controls , management and monitoring of financial and human resources. Accurate financial data generated through new financial control tools (see output 3.2 below) timely informed decisions related to programme implementation and delivery. In 2022, the overall CO delivery was 92.09 per cent (an increase of 8.06 per cent in relation to 2021): non-core delivery was 90.57 per cent (an increase of 7.73 per cent in relation to 2021) and core delivery was 90.50 per cent (an increase of 12.78 per cent in relation to 2021). By the end of the year, all projects ’ output indicator 2022 targets were on track ; two project which ended in the first semester of 2022 did not achieve all output targets . Of the 12 development results outcome indicators, 58 per cent were achieved in terms of 2022 targets ; and out of the 27 development results output indicators, 85 per cent were achieved. The CO strategy to enhance organizational effectiveness was twofold: (i) to create and implement new tools for internal controls and (ii) to develop capacities of its human resources on project implementation and management (see output 3.2 below). However, the CO was not able to accomplish a capacity assessment or develop an annual capacity development plan, which has been postponed to 2023. In 2022, the CO faced challenges with the high turnover of the Operations team which negatively impacted organizational effectiveness. The Finance Associate retired at the end of 2021 and due to extended recruitment, the position was filled in only by April 2022. The rest of the Operations team, including HR Assistant and Clerk, the Procurement Assistant, and the Operations Analyst resigned, and their positions have only been filled by November. During the staff turnover in the Operations team the backstopping was provided by the programme support staff and the Regional Office to ensure continuity of programme implementation.

To leverage partnerships and resources in support of UN-Women's mandate

In 2022, UN Women Brazil CO effectively leveraged partnerships and resources in support of its mandate through proactive engagement with the public and private sector, as well as civil society and traditional donors. The CO repositioned its work with Private Sector stakeholders and established a cross-cutting CO Private Sector Task Force, which contributed to the improved and consistent engagement with the private sector engagement. These capacities resulted from lessons learned from the regional Win-Win Programme and ongoing initiatives such as Women’s Empowerment Principles (WEPs), Unstereotype Alliance, partnership with Global Compact and the newly launched Elas Lideram programme, as well as the private sector actions in the scope of Moverse programme aimed at employment opportunities for migrant and refugee women. In partnership with the Instituto Lojas Renner, UN Women developed the second edition of Edital Empodera , a call for proposals which, in line with UN Women mandate, enhanced the technical and financial capacities of 21 organizations led by women, mostly black, trans and indigenous. Under the Unstereotype Aliance (UA), resources secured through a pool funding mechanism have allowed UN Women to implement the UA Brazil Journey with Grupo Boticário (a national leader company in beauty industry), resulting in 460 marketing professionals having enhanced capacities to recognize stereotypes and replace them in their daily work. Finally, through the Unstereotype Alliance partnered with private sector to eliminate harmful gender stereotypes in advertising. As a result 460 marketing professionals had enhanced capacity to recognize stereotypes thanks to participation of Grupo Boticário in the UA Brazil Journey methodology, of which 20 professionals had enhanced capacities to assess the advertising pieces produced by them as a result of their participation in training sessions and focal group facilitated by UN Women.
