More men and boys and women and girls adopt attitudes, norms and practices that advance gender equality and women’s empowerment, including those that promote positive social norms

A change in attitude and behavior has been noted in favor of the protection of women and girls in Senegal. Training sessions for service providers and activists have contributed to changing practices and improving the prevention of violence. Community involvement and the participation of men and boys have strengthened the community movement against violence. and harmful practices. The religious, customary and traditional leaders have amplified their voice against the violence, which has greatly reduced the violence in the areas with high prevalence, in other words, Ziguichor, Kédougou, Kolda, Tamba. UN Women in its support program for civil society organizations has revitalized the movement of leaders and activists who campaign for the respect of the rights of women and young girls. The implementation of positive masculinity through the regional summit on positive masculinity has contributed to the strengthening of men's commitment but also to the reduction of gender stereotypes.

During 2022, The result was partially attained. Nevertheless, Senegal Program made efforts to contribute to improve skills or abilities and capacities of individuals or institutions and/or the availability of new products and services contributing to Women’s equitable access to services, goods & resources. UN Women Senegal strived to contribute to the efforts made by the Government of Senegal, which has made emergence a priority in its economic growth policy. To bring it to fruition, two projects have been implemented to support women in agriculture and entrepreneurship: Climate smart Agriculture through "Women's access to land and productive resources for a resilient agriculture phase of climate change" is being implemented in northern Senegal. to benefit women farmers. This intervention, aims to empower 16,000 women farmers and reduce their vulnerability to climate change The 3R Programme responds to the need for more programmatic interventions on recognizing, reducing and redistributing (3Rs) women’s unpaid care and domestic work as well as overall time poverty The Climate smart project mobilized women and young girls in the rice sector to increase their socio-economic empowerment by reducing the obstacles that prevent them from realizing their full potential: gender relations, strengthening of leadership, decision-making, and resources control. Thanks to a training program, advisory support and awareness campaigns on these key themes, women farmers are strengthened to defend and exercise their rights. The technical and entrepreneurial capacities of women farmers are also strengthened through practical training during which particular attention is paid to the use of innovative production methods, adapted to climate change (adapted varieties, technical itineraries, and short cycle seeds, among others). In addition, UN Women in partnership with BICIS bank and local financial institutions has implemented new practices that facilitate women's access to information, markets, credit, and agricultural insurance. At the same time, a new theme was introduced by UN Women Senegal to strengthen the support provided to the Government of Senegal in its efforts for gender equality and social protection in the National Strategy for women's economic empowerment (SNAEF) and its commitments to the Sustainable Development Goals in Target 5.4 "Make room for and value unpaid care and domestic work, through the provision of public services, infrastructure and social protection policies and the promotion of the sharing of responsibilities in the household and the family, according to the national context." UN Women Senegal has addressed the inequities in unpaid care by implementing the 3R Program (Transformative Approaches to Recognize, Reduce, and Redistribute Unpaid Care Work in Women’s Economic Empowerment Programming in Senegal). At national level, 3 policy briefs and have been developed to influence national and local policy formulation and interventions and disseminated to key stakeholders. 200 national authorities and 40 at local level have increased access to knowledge products and tools for enhanced knowledge and skills to implement laws, policies and services that address unpaid care work. At local level, 13 local governments have integrated the 3R approaches in their local development program that recognize and address the disproportionate share of unpaid care work by women and girls. 15900 women have access transformative care services (health assurance, timesaving, climate resilient infrastructure and/or technologies.

530 elected women and women leaders from 33 local governments are improving their knowledge and skills for inclusive governance. They know how to lead their leadership and integrate gender into local policies and their commune's budget. They have tools to fight against gender-based violence and to improve the governance of their organization through themes such as local finance, gender-sensitive planning and budgeting, organizational dynamics, marketing and sales techniques, and financial education. They are digitally literate and know how to hold an online meeting, exchange with each other and manage their business through digital means. These local authorities belonging to the regions of Louga, Thiès and Dakar now have three regional networks that interact and become more involved in the economic and social life of their community and strengthen each other's capacities and leadership through experience sharing. The community of Gueule Tapée Fass Colobane has an equipped and functional grain production and processing unit. 80 women and young candidates invested in the 2022 legislative elections improve their knowledge and capacities on the electoral cycle and process. They have tools to develop a good political argument and strengthened their leadership. They are sensitized on the issues and challenges of a successful electoral process, informed and documented with the establishment of a web platform of electoral information in Senegal (PIES) that will lead to their awareness. 80 women leaders, journalists and elected women improve their knowledge of the electoral process, have tools and conduct a successful election observation during the 2022 legislative elections. These processes were carried out with the support of UN WOMEN in collaboration with the Alliance for Migration, Leadership and Development (AMLD), the women's watchdog platform FAS (Femmes Africa Solidarité), ECOBANK, and UN agencies such as UNDP, UNFPA, and UNICEF, and contributed significantly to the outcome.

For better understanding of gender indicators, for the first time in Senegal, with the support of UN Women, ANSD has set up and published an open-access gender meta-database with the definition of indicators and mechanisms for calculating gender statistics. Also, for better addressing the needs of users for specific sex-disaggregated data, the Ministry of Women organized the first forum between producers and users of gender data in Senegal.

Assuring an accountable organization through principled performance

UN Women Senegal to ensure responsible implementation of the annual work plan through principles - based performance such as regular planning and monitoring of activities , execution of resources in accordance with procedures , management of staff contracts through PMDs , assumption of office operating costs and regular payment of staff salaries .
