Business Transformation

Result: Office increased its effectiveness and efficiency through capacity building, structural reorganization and division of labor, and explored on the innovative ways of working. Evidence: Following the Internal Audit Exercise and implementing the Management Response Plan, the financial and administrative reorganizations have been introduced to improve business processes: instead of provision services/working under specific projects, two junior project-based admin/finance assistants distributed all tasks between each other: one has become responsible for all travel and events, another – contracting and procurement. Both are working under the supervision of the senior Financial/Administrative Assistant, who is responsible for quality control and assurance and overall budget management. Staff attended training organized by the HQs and the RO on Quantum Office contributed to the roll-out of the BOS strategy by largely relying on shared LTAs for various services. Operational activities, like an update of ERM, BCP, month-end closure and spending plans, etc. were managed on time. Office fully complied with the month-end/year-end closure procedures For the further capacity building of the staff and personnel a refresher training was organized on operational matters (SSAs, procurement, cash advances to IPs/RPs, ICF, Atlas session, etc.). Day-to-day collaboration with and guidance from the Regional Operations Manager (OM) and cross-country exchange with the Kyrgyzstan OM and team (joint training session on SSAs and other priority issues) further streamlined the business processes in the Office. The senior Financial/Administrative Assistant served as the key custodian of the Spotlight Programme in Tajikistan on finance and was instrumental in discussion with the Regional Spotlight Programme in the regional Spotlight retreat in June 2022. The senior Financial/Administrative Assistant and one of the Project Managers acquired new knowledge and skills to conduct gender-sensitive procurement at the regional capacity building event in Istanbul in September 2022 Additionally, Programme and administrative/finance staff participated in four cross-country and regional knowledge exchange initiatives which promote innovative ways of working / promising practices.
