UN-Women in West and Central Africa efficiently and effectively discharges of all business processes that advance integrated delivery of its mandate, including through shared services.

WCARO advanced the delivery of UN Women’s mandate through monitoring and oversight, and strengthening capacities of RO, CO and NPP staff in planning, monitoring and reporting, in line with the PMR Policy. Progress has been made through the establishment of monitoring, supervision, and capacity-building mechanisms within country offices (COs), NPP, and the RO, particularly in the areas of planning, monitoring, and reporting, consistent with the PMR policy. These frameworks have enhanced operational efficiency and facilitated the achievement of several key objectives, as evidenced by the active engagement of CO, NPP, and regional office personnel with UN Women's policies and procedures. Although these initiatives have demonstrated their effectiveness, it is crucial to increase investment in the upcoming strategic cycle, given that the outcomes recorded for 2025 indicate only incremental progress compared to those reached in 2024. The timely submission along with the review processes and final approval of the 2026-2029 RO Strategic Note marked an important achievement, that reflects the strategic planning capabilities that are now available at the West and Central Africa Regional Office. Initiated earlier in the year, this process was notable for its inclusivity, involving all colleagues under the effective guidance of the PMR team. Notably, the new Strategic Note introduces a single impact area—streamlining from the previous four—and reflects strong alignment between results, outputs, and indicators. The effective oversight and support provided by the RO to the Côte d'Ivoire and Liberia teams enabled the two country offices to develop high-quality strategic notes that were approved before the end of 2025. All annual work plans (AWPs) for country and regional offices were prepared, submitted, and approved in accordance with established quality standards and deadlines. With the aid of virtual sessions and customized support, staff across offices successfully adopted institutional policies and reporting procedures, which facilitated the exchange and advancement of best PMR practices. Furthermore, the PRISM platform replaced RMS this year, with comprehensive training delivered and implemented in both country and regional offices, supported consistently by the PMR team and the regional PRISM focal point.

WCARO drove the business transformation to achieve a second-generation version of the organization, or UN Women 2.0. By focusing on regional and cross regional programs, WCA engaged in more impactful initiatives and brought in 2022 coherent and transformative approaches to bring transformative change. WCARO revisited its business model for a robust and more effective and efficient Office, internally and externally ( audit held in 2022), in line with ongoing institutional change management processes related to regional typologies. WCARO made significant improvements towards a higher profitability , resource mobilization and cost-recovery. The RO invested time and expertise in planning, organizing, and supervising processes, and adjustments in the everyday operations in order to attain the strategic goals with due respect of ethical principles and integrity, across five areas of organizational performance management: Ensuring an accountable organization through Principled Performance. Advancing Partnerships and Resourcing. Advancing Business Transformation. Nurturing a diverse and empowered workforce and advancing an inclusive UN Women culture and Effective normative, operational and coordination Products, Services and Processes.
