During the reporting year, the office has significantly improved is performance management and oversight by reinforcing the capacity of Staff members ( especially project management and Quantum, Result based management ) , implementing partners and the use of mobile data collection.

The UN Women CAR office is recognized as a trustworthy and integral actor in advancing gender equality. However, the reality on the ground shows that normative gains must be consolidated through: - effective implementation of laws and policies; - stronger institutional capacity at national and local levels; - and increased domestic resource mobilization to reduce dependency on external donors. the CAR office stands as a pillar for gender equality promotion, but operates in a fragile environment where structural challenges remain. The next phase must focus on institutionalizing reforms sustainably and ensuring that women and girls fully benefit from the commitments already made. Achievements - Normative frameworks : Supported the adoption of the Parity Law (2016), the National Action Plan on UNSCR 1325, and the ratification of the Maputo Protocol (2025). - Essential services : Established safe spaces for survivors of gender-based violence, supported women’s agricultural cooperatives, and facilitated access to inputs and training. - Leadership and participation : Strengthened the capacities of women leaders, including young women and those living with HIV, to engage in public life and peacebuilding. - Partnerships : Built strong collaborations with government ministries, civil society organizations, and UN agencies (UNDP, UNFPA, OCHA) to maximize impact. Challenges - Fragile security context : Ongoing armed violence and internal displacement hinder program delivery and limit women’s access to services. - Limited gender-responsive budgeting : National allocations for gender equality remain marginal (often below 5% of the overall budget), with heavy reliance on external funding. - Institutional capacity gaps : Ministries and local institutions often lack the resources to effectively implement gender-sensitive laws and strategies. - Restricted economic and land rights : Women, particularly in rural areas, rarely enjoy secure land tenure, limiting their economic empowerment. - Data scarcity : The absence of sex-disaggregated statistics makes it difficult to track progress and evaluate impact.

Following the 2022 internal audit of the CAR office, UN Women has put in place stronger internal mechanisms to ensure transparency and accountability in the use of resources: staff skills have been strengthened; implementing partners are capacitated on internal UN Women project implementation sprocedures; reporting is increasingly results-based; there is an evaluation of the office's communications strategy. In terms of external auditing, the office has fewer and fewer financial fundings, for example this year only 02 finacial fundings of less than 100 usd were noted and the partners reimbursed the funds.
