By 2027, women, girls and transgender persons in Pakistan, especially those at greatest risk of being left behind, benefit from an enabling environment where they are empowered and reach their fullest potential; and their human, social, economic, cultural and political rights are fully protected and upheld.

Women, girls and transgender persons in Pakistan, especially those at greatest risk of being left behind, benefit from an enabling environment where they are empowered and reach their fullest potential; and their human, social, economic, cultural and political rights are fully protected and upheld. An enabling environment for women and vulnerable groups was improved in various thematic areas including ending violence against women, access to justice, social cohesion, political participation and economic empowerment and resilience. This has resulted in women and vulnerable groups are more empowered and able to take actions at national, provincial and national levels. Law and policy formulation and implementation was improved through technical supports on gender lens and gender-disaggregated data as well as multiple interventions including advocacy, capacity building, awareness-raising, sensitization sessions and information campaigns addressing harmful practices and norms hindering women and marginalized groups in accessing services and information as well as participation in politic, leadership, decision-making, and economy. Multiple pro-women laws including the Anti-Rape Act and Home-Based Workers Laws were supported through capacity building programs, infrastructure improvement and refurbishment and outreach to vulnerable groups to ensure effective implementation. The replication of the Anti-Rape Crisis Cell (ARCC) model launched in 2023 was successfully initiated across Pakistan including in Lahore, Khyber Pakhtunkhwa, Balochistan, and Sindh provinces. The district-level EVAWG alliances established with support from UN Women Pakistan successfully enhanced knowledge on laws and women’s rights and improved linkages between government department/service providers and community members, contributing to reduced lack of trust in justice system resulting in women and marginalized groups better access justice and services. As a result, women and vulnerable groups including displaced population are better equipped with knowledge and skills to actively and meaningfully participate in communities and are engaged in leadership and decision-making positions in both public and private spheres.

Assuring an accountable organization through principled performance: UN-Women is an accountable and trustworthy development organization that manages its financial and other resources with integrity and in line with its programmatic ambitions and fiduciary obligations

The output is achieved. The total utilization rate for regular resources (Core and IB) is 97% and 89.2% for other resources (XB and Non-core). The delivery rate was regularly monitored and updated to management and programme teams to ensure timely execution and adjustment. Systems and workflow on Operational functions were in place in line with corporate policy including relevant PPGs, Business continuity plan and Enterprise Risk Management policy with regular review to ensure effectiveness. Regulations on Finance, Procurement, Human Resources were upheld and communicated with all staff, Responsible Party (RP), Implementing Partner (IP) and vendor to ensure accountability and transparency. A monitoring for both financial and programme implementation were conducted regularly including spot check for projects implemented by RP and IP.

Advancing partnerships & resourcing; Effectively influencing for impact & scale: UN-Women effectively leverages and expands its partnerships, communications and advocacy capabilities to increase support for and financing of the gender equality agenda, while securing sustainable resourcing for the delivery of its own mandate

UN Women Pakistan Communications and Partnership Unit supported UN Women Regional Office for Asia and the Pacific (ROAP) in selecting six young individuals from Pakistan for the 2023 cohort of the 30 for 2030 Network. This marks the highest participation from Pakistan to date. The 30 for 2030 Network is a youth leadership initiative aimed at advancing the 2030 Agenda from a feminist perspective. It focuses on addressing gender barriers and achieving gender equality by serving as a voluntary advisory community and an accelerator for change-makers dedicated to creating a gender-equal world. These developments underscore a strengthened commitment to gender equality and youth engagement in Pakistan, aligning with global efforts to empower women and young leaders in the pursuit of sustainable development goals. In addition, the Communications and Partnership Unit, in collaboration with ROAP, piloted the Cyber Shield programme to address online gender-based violence (OGBV). Supported by a budget of USD 10,000, the programme aimed to educate individuals on e-security, identify fake content, and protect privacy, thereby providing tools to combat cyber harassment and misinformation. The initiative included workshops and digital literacy training, culminating in an assessment report that outlined key findings and recommendations. This effort aligns with UN Women's commitment to tackling technology-facilitated gender-based violence, a growing concern as digital spaces become increasingly integral to daily life. The Cyber Shield programme reflects a proactive approach to empowering individuals with the knowledge and skills necessary to navigate and mitigate the risks associated with online gender-based violence.

Advancing business transformation: UN-Women strategically plans for and transforms its business model to deliver impact at scale, through agile and ethical leadership rooted in a continuous improvement culture

To ensure effectively delivery, regular review on workflow and process was conducted to ensure smooth operation. An International Procurement Analyst was on board ensuring procurement planning and implementation were effectively executed. Progress was regularly reviewed by the Management Team to address issues and improve approach.

Throughout the year, UN Women Pakistan successfully ensured that all employees had equal access to opportunities for growth, development, and career advancement. This was reflected in the fair distribution of access to training programs and mentorship opportunities. Additionally, UN Women Pakistan implemented flexible work policies designed to accommodate a variety of needs. These policies included options for flexible working hours and remote work arrangements, all aimed at supporting a healthy work-life balance for staff.
