In 2025, China office efficiently and effectively managed all business processes that advance integrated delivery of its mandate. We ensured quality production and submission of reports corporately required at all levels and from all business platforms, incl. Enterprise Risk Management, UNSDCF Annual Reporting, Donor Reporting, Donor Agreement Management System, Partner Management System, Quality Business Report, Planning (PRISM) etc. During the reporting period, the China CO conducted an Internal Country Portfolio Review (ICPR) of the Strategic Note (2021-2025) to 1) assess the contributions of UN Women in advancing gender equality and women’s empowerment in China over the course of its SN; 2) support enhanced accountability for development effectiveness and learning from experience; and 3) present actionable recommendations to inform the development of the new Strategic Note for 2026-2030. The ICPR assessed the entire programme of work and UN Women’s integrated mandate, including its contributions in the operational, coordination and normative spheres. Given the COVID-19 pandemic and ensuing economic downturn in China, the CPR also includes an analysis of efforts of UN Women to respond or adapt to the crisis while at the same time analyses UN Women’s strategic positioning within this dynamic context. The review was informed by programme-level evaluations covering work under the current SN, annual reports for 2021-2024, the UNSDCF (2021-2025) evaluation, donor reports, and other relevant documents, in addition to surveys and focus group discussions with key stakeholders. The office maintained China office local Project Appraisal Committee (LPAC) and developed the standardized checklist and workflow on Pro Docu and partner selection review and approval in line with DoA threshold. In line with corporate cost recovery policy, the office maintained standardized cost recovery budgeting to ensure full compliance. Furthermore, the office greatly contributed to the review and quality assurance of tendering processes for products and services as part of the HQ Procurement Contract Review Committee (PRC). In 2025, 35 HQ PRC cases were reviewed.

Enterprise Risk Management, Donor Reporting, Donor Management System, Partner Management System etc. We established and maintained China office local Project Appraisal Committee (LPAC) and developed the standardized checklist and workflow on Pro Docu and partner selection review and approval in line with DoA threshold. In line with corporate cost recovery policy, the office maintained standardized cost recovery budgeting, incl. Direct Project Management Cost (DPMC) to ensure full compliance. (Will attach DPMC cost recovery document in RMS. Furthermore, the Operations Manager of China office greatly contributed to the review and quality assurance of tendering processes for products and services at the capacity of Regional Procurement Contract Review Committee (RPRC) Chairperson and HQ Procurement Contract Review Committee Member. In 2023, 79 number of RPRC cases were reviewed and 8 HQ PRC cases were reviewed.

In 2024, two PACs were successfully organized with limited local capacity and support from regional office. In line with corporate cost recovery policy, the office maintained standardized cost recovery budgeting, incl. Direct Project Management Cost (DPMC) to ensure full compliance. Furthermore, the Operations Manager of China office greatly contributed to the review and quality assurance of tendering processes for products and services at the capacity of Regional Procurement Contract Review Committee (RPRC) Chairperson and HQ Procurement Contract Review Committee Member. In 2024, 11 number of RPRC cases were reviewed and 8 HQ PRC cases were reviewed.
