    To institutionalize a strong culture of results-based management, reporting, knowledge management and evaluation

    In the vein of the formulation of the new UNDSCF 2023-2027, the Country Office participated in several capacity-building workshops held by the UNCT for UN staff, Government and Civil society including vulnerable groups, Private sector, Academia field, Technical and Financial Partner (PTF from its French acronym) on various themes (Rights-based approach and LNOB, Conflict sensitivity, Results-based management, Human security). This capacity building phase intends to better prepare UN staff to carry out and actively partipate in many strategic prioritization workshops where actors such as state actors and other partners (cited above) will identify key strategic priorities for the new UN programmatic cycle. During this year, periodic reviews and quarterly reports added to program monitoring including field visits, meetings with target beneficiaries and implementing partners were carried out. Also, knowledge management and evaluation frameworks as well as specific monitoring of the program including a monitoring plan and a database for each project, a complaint, and responses mechanism as well as a progress report format for partners have been developed and standardized in accordance with the management standards of UN Women and the United Nations development frameworks. In addition, UN Women developed an additional Annual Work plan (2022 WP) after the 2018-2021 strategic note (SN) ending instead of the elaboration of a new one. This is due to the extension of the UN framework plan for cooperation 2017-2021 that benefited another year and, consequently the UNW’s SN was extended to 2022. UN Women-Haiti has disseminated the Rapid Gender Assessment’s results among national stakeholders and UN system showing the earthquake's impact on women, men, girls and boys, and other groups in vulnerable situations at the South, the Nippes and the Grand Anse right after the earthquake that hit these department on August 14 th . This intends to foster a better appropriation of the needs of women the ongoing humanitarian response. UNW as well elaborated an 18-month joint project with a high focus on Gender Youth Promotion Initiative (GYPI) meeting high quality criteria and in line to Donor and UN Women RBM guidance. A strong Results framework was developed in collaboration of OMS/OPS staff who has the health view expertise. This joint action in partnership of OMS/OPS and Fondation TOYA (a local NGO) benefited a financing up to 1.5 M USD. Finally, the Country Office continues to work closely with the IAES office in line of the Country Portfolio Evaluation. Indeed, the preliminary report submitted has been review by the UN Women-Haiti’s Staff under the coordination of the M&E Focal Point and the leadership of the Representative and, final report is available. Follow-up plans to be carried out over 2022.

    Analysis of the CO cstrengths and weaknes with regards planing, implementation and reporting respecting RBM principals allowed the CO to agree on the best way to strengthen the culture of RBM in the office.
