Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women’s empowerment in Senegal
Within this framework, UN WOMEN implements joint programs with agencies of the United Nations System. Thus, with UNFPA, UNDP and UNICEF, a project for the territorialization of the MDGs is being carried out in the commune of FASS to improve the human security of vulnerable adolescents, youth and women; to capture the demographic dividend through the diversification of economic opportunities, better access to and use of quality basic social services that take into account gender equality in terms of literacy and reproductive health, as well as the establishment of a local governance system that adheres to the human security approach to meet the needs of the population in an integrated and sustainable manner. A joint UNDP/UN-WOMEN program to support women to improve their political participation and leadership is developed. Under UN Women’s lead and Canada’s co lead, Gender Thematic Group in, Senegal, supported multiple coordination initiatives under the Cooperation Framework to strengthen gender mainstreaming and the influence of women`s groups. The Senegal Gender Thematic Group - mobilized to facilitate information sharing and synergy of interventions for a mid-term evaluation of the National Strategy for Equality and Gender Equality (SNEEG2)). - organized joint activities to disseminate messages on violence against of women and girls. One of the activities involved organizing 16 portraits (14 women and 2 men) representing stories about gender stereotypes linked to their profession or life choices. This campaign aims to deconstruct some of the most recurrent gender stereotypes in Senegal. - strengthened the regular, structured, quality, and effective political dialogue with the public authorities, centered around seven (07) priority issues: Institutionalization of gender; Enforcement of laws and revisions of discriminatory standards; sexual, maternal, and reproductive health and nutrition; Gender data collection and statistics (GBV); Women's economic empowerment; Girls' education, literacy, and vocational training. UN Women supported and led the development of the UNCT SWAP Gender Equality Score Card. The UNCT SWAP scorecard is a standardized assessment of UN country level gender mainstreaming practices and performance that is aimed and ensuring accountability of senior manager and improving UNCT performance. The gender scorecard report was developed and finalized in a participatory manner with the country teams of the United Nations System in Senegal. It is available and inserted on the UNCT-SWAP platform. The platform is also designed to facilitate understanding of the framework by UNCT focal points. In addition, it provides a mechanism for aggregating results and storing data for further analysis. UN WOMEN experts actively participate in UN system outcome and working groups and contribute to all processes where they actively ensure that gender is considered. As part of the implementation of the Women, Peace and Security agenda, Senegal, through the Ministry in charge of Women and the Ministry of the Armed Forces, launched and disseminated the 2020 report of the Chairperson of the African Union Commission. This has allowed for the i - strengthening of exchanges on best practices in terms of monitoring and reporting on the WPS agenda, including during the Covid 19 pandemic; ii- definition of the methodology for the preparation of the 2021 report; and iii- strengthening of the sensitization of Member States to the adoption of national action plans. In the same perspective, it is important to note that at the internal level, several prevention and protection initiatives have been developed in the context of this health crisis, in particular the implementation of the Ministry's sectoral response plan to Covid. In addition, the Ministry, through the DEEG, has also trained the staff of the Ministry of the Armed Forces on the concepts of gender, peace, and security. As well as the Elsie Funds initiative, UN Women is a member of the steering committee for the implementation of activities at the police level.B
