Al-Shabaab is reduced and degraded, and respect, protection, and promotion of human rights, gender equality, tolerance, climate security, and environmental governance is sustained through strengthened security and rule of law institutions and improved accountability mechanisms and legal frameworks
Community-level coordination and advocacy for women’s participation and leadership was enhanced by the establishment of women’s peace networks in 17 districts, which provide forums for women to raise their concerns and issues, seek solutions on protection and peace related concerns, and plan collective actions through the quarterly meetings with duty bearers. Experiences, stories and case studies collected from these women’s networks have demonstrated that greater coordination and joint action has been facilitated between network members and traditional elders, existing alternative dispute resolution (ADR) mechanisms, and other communitycy peace structures. Similarly, perception surveys undertaken have indicated a community-level increase in the proportion of those who believe women should be involved in peace processes, suggesting progress in challenging the negative gender and cultural norms that limit the opportunities for women to meaningfully participate in peacebuilding processes in Somalia. To create enabling environment for particiption of women in peace, governance and Rule-of-Law structures, UN Women Somalia continued to support policy-making and implementation of those policies including tailor-made National and Local Action Plans on Women, Peace and Security and promoting protections through development of SGBV/CRSV mitigation policy and strengthening Early Waning Systems.
