Outcome result statementCapacity development support to national counterparts, particularly the NCW and women’s rights organizations/CSOs to promote gender equality issues in line with Egypt’s national priorities and international commitments. It will support the NCW to assess progress and fulfill Egypt’s obligations related to implementation of CEDAW [Egypt will submit its combined 8th and 9th report to the CEDAW Committee in 2020] and the Beijing Declaration and Platform for Action through supporting the participation of representatives of national and local government, women’s rights/CSOs in the CSW64 in New York, the Safe Cities and Safe Public Spaces Global Leaders’ Forum in Rabat and Generation Equality Forum. Furthermore ECO will undertake a comprehensive review of the law through supporting case-law analysis and advocacy activities in collaboration with governmental and civil society organizations to push for law reform as well as continute to provide national ID cards for marginalized women.

Outcome result statementThe focus is on technical support to the National Statistics Office (CAPMAS) and NCW in collaboration with Paris21 to develop a National Strategy for the Development of Gender Statistics (NSDGS), based on the Assessment Framework and its implementation guidelines that was developed by PARIS21 with UN Women’s Women Count programme. Furthermore, ECO will extend technical support to CAPMAS to integrate gender statistics in the different design phases of the National Strategy on the Development of Statistics (NSDS). Furthermore, data user-producer dialogues will be convened to improve the production and dissemination of gender data particularly administrative data that is currently underutilized. This output will be implemented in partnership with CAPMAS, NCW, Economic Research Forum and civil society organizations.

Outcome result statementThe focus is on supporting clusters of women entrepreneurs and on supporting women’s engagement in high-growth economic sectors of the Egyptian economy through a variety of interventions, including affirmative procurement and supply chain policies and actions, capacity development of women entrepreneurs, provision of tools of production, tailored financial and business development services in addition to global market linkages. This output will be implemented in partnership with the Micro, Small and Medium Enterprise Development Agency (MSMEDA), National Council for Women, Central Bank of Egypt, business accelerators and incubators and private sector companies.

Outcome result statementThe regional companion report to UN Women’s 2018 Progress of the World’s Women report will compare & analyze the case studies of Egypt, Jordan, Tunisia, Morocco and Palestine in terms of the care economy as well as, the impact of these factors on labor force participation and women’s rights. Additionally, ECO will avail platforms for civil society organizations to engage in dialogue and advocacy with government on gender-sensitive labor laws/policies. Furthermore, the capacity of the GoE to mainstream gender equality issues in public policies and programs will be enhanced through support to implementation of Gender-Responsive Budgeting, Gender Impact Assessments of policies and gender-sensitive public procurement. Also focus on increasing the number of women on corporate boards as well as addressing horizontal segregation through strengthening capacities of young women in technical schools to enter in non-traditional sectors.

Outcome result statementConducting a research on VAW with Disabilities with NCW, MOSS, CAPMAS, UNDP & UNFPA which will inform the development of the National Disability agenda of Egypt through developing policy recommendations to support women with disabilities. In light of the latest statistics from CAPMAS showing an increase in divorce rates in Egypt, ECO will conduct research to gain a deeper understanding of the reasons/motivations of Egyptian women for obtaining a divorce, factors that shape a woman/man’s ability to leave a marriage, and the socio-economic consequences of divorce, to provide insights into the problem and develop appropriate interventions. Outcome result statementThis is fully aligned with the Safe Cities and Safe Public Spaces for Women and Girls Theory of Change. It will be achieved by producing an implementation package to inform the adaptation and scale up of the Cairo Safe City and Safe Public Spaces model. Based on this document, ECO will conduct a scoping study and a baseline in Alexandria and Damietta as scale up areas in Egypt to collect and analyze data informing programme intervention. Moreover, ECO plans to hold capacity building sessions for local authorities and CSOs to enhance their skills to prevent VAW&G and create safe and economically viable cities for women and girls, as well as conduct awareness raising sessions to women and community groups on the VAW&G services provided by relevant duty bearer organizations. Partnerships include the National Council for Women, Alexandria and Damietta Governorates. Alexandria University, Bibliotheca Alexandrina, and 3 local NGOs.

Outcome result statementThe key interventions are focused around supporting displaced and marginalized women and girls' access to new sources of income and economic opportunities through direct cash assistance, cash for work and skills development. The interventions will be complemented by additional work around supporting justice sector professionals through training, mentoring and twinning to effectively adjudicate violent crimes against women, and support women coming forward to report these crimes. In addition, ECO will build capacities of service providers on gender-responsive service provision targeting the needs of vulnerable women and girls including SGBV response and protection mechanisms, as well as conduct awareness raising sessions to beneficiaries on GBV related services. ECO will also implement multicultural days and promote cultural acceptance through sports and art (sports days, exhibitions, plays, etc.).

Outcome result statementTechnical and financial support to the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA) and NCW to develop Egypt’s first high-impact National Action Plan (NAP) for the implementation of UNSCR 1325 on Women, Peace and Security (WPS). A costing and validation workshop of the NAP is also planned under this results. The GoE will launch the ‘Aswan Forum for Sustainable Peace and Development’ under the patronage of H.E. President Abdel Fattah Al Sisi. The forum is a platform where the WPS agenda can be advanced across the African continent whilst linking it to the broader stabilization system and dialogue. It will present concrete and action-oriented recommendations to African heads of states and governments, leaders from national governments, regional and international organizations and financial institutions, the private sector, and civil society. Lastly, implementation of community awareness campaigns around the NAP.
