Women and girls in armed conflict and protracted crises meaningfully participate in peace and security processes, from formal peace talks to local peacebuilding efforts, advocate effectively for women’s rights and gender equality in prevention and reconstruction efforts, and benefit from the implementation of WPS commitments across the Arab States region

This outcome is on track. In 2024, over 128 women peace actors across the region increased their knowledge, skills and capacities to meaningfully participate in peace, transition, political and security processes in the region through UN Women programmatic implementation on WPS at Regional level. Moreover, two regional research partners have benefitted from technical and financial support, to ensure timely, evidence and data-based knowledge on WPS continues to be generated in and from the Arab Region. These partnerships focus on producing policy papers and case studies on issues related to women's participation in peace and transition processes in the region, in addition to undertaking consultations with women peace actors, supporting the organisation of UN Women regional convenings and undertaking capacity building initiatives for women peabuilders. Additionally, through UN Women regional programming, national stakeholders enhanced their capacities for the implementation of the WPS agenda at country level in 5 countries in the region. National stakeholders across the region benefitted from technical support for the development, adoption and implementation of National Action Plans on UNSCR 1325. To achieve these results, UN Women continued to support the meaningful participation of women and girls in peace and security processes in the Arab region through 1) knowledge production on WPS issues in the region, 2) direct capacity building support to women and young women involved in peace and security, 3) strategic partnerships with regional and global stakeholders to strengthen the implementation of the WPS agenda in the region. Additionally, UN Women supported national stakeholders in the implementation of the WPS agenda regionally.

Women and women’s organizations lead, participate and advocate effectively in the Syrian political process from a gender and women’s rights perspective

During the reporting period, women and women’s organizations in Syria made significant strides in leading, participating, and advocating effectively in the political process from a gender and women’s rights perspective. Through targeted capacity-building initiatives supported by UN Women, 92 women from 10 communities in northwest Syria enhanced their skills in political participation, legal frameworks, and peacebuilding, with 70% reporting improved capacities. Sixty-three women advanced to the second phase, contributing to research that informs policy and advocacy efforts. Women leaders actively engaged in Track II and III processes, influencing decision-making at local and international levels, including participation in key events such as the Brussels Conference and the WPS Week in New York. Efforts to strengthen civil society organizations continued, with new partnerships established to sustain momentum and advance women's meaningful participation in Syria’s political and peacebuilding processes.

Arab States accelerate the implementation of global and regional gender norms and standards with quality comparable data particularly on the implementation of the Beijing Declaration and Platform for Action, the Sustainable Development Goals and the Cairo Declaration for Arab Women

This outcome is on track Through the Gender Justice and Equality Before the Law Initiative, 15 Member States shared their legislative updates. These updates contributed to improving the situation of Arab women, resulting in 20 positive changes in dashboard scores. Additionally, attendees at the consultations on the Beijing Declaration and Platform for Action after 30 years (B+30) gained more knowledge on data platforms to support the preparation of national reviews and mainstream gender in VNRs. There were 9 consultations in total, 2 in 2023 and 7 in 2024 and 18 national reports submitted. The consultation series included CSOs, marginalized groups, youth networks, and others. This series demonstrated an interactive process of building a strong and inclusive foundation to inform national and regional reports. ROAS contributed to these changes by providing data during the consultations regarding the Beijing Platform for Action and the Gender Justice before the Law update. More women access equitable employment opportunities and services, increasing the rate of women’s participation in the workforce in Arab States, including the most marginalized.

Limited data on gender equality attitudes, women's workforce participation, and the percentage of WEP signatories with female top managers hinders progress tracking. Although recent labour force participation data shows some recovery in women's involvement, the rate is still lower than before the COVID-19 pandemic.
