			The implementation of the evidence-based SASA! community mobilization strategy in the Oromia region , driven by strong community engagement and supported by UN Women's financial and technical assistance. Through the structured phases of Start, Awareness, Support, and Action the initiative successfully fostered equitable social norms and created a critical mass that actively resists violence against women (VAW). substantial improvements registered as a result of the consecutive interventions in the past three years:rejecting violence against women increased from 50% to 73%, awareness of the link between violence and women's vulnerability to HIV rose from 69% to 93%, the proportion of individuals assisting women experiencing violence grew from 29% to 68%, and those speaking out against VAW surged from 22% to 74%. Overall, community knowledge and attitudes towards violence against women improved markedly, with knowledge increasing from 73% to 91% and positive attitudes shifting from 54% to 80%. The community mobilization and local activism efforts led to significant behavioral changes at both the individual and community levels. The rapid assessment revealed a notable increase in community help-seeking behaviors, with women experiencing violence more actively seeking assistance. Community activists (CAs) and local members played a pivotal role in identifying and referring survivors to service provision centres , resulting in 283 survivors receiving vital legal and psychosocial support through referral linkages. Furthermore, local structures, such as Iddirs[1], revised their bylaws to include provisions condemning violence against women, thereby actively contributing to the prevention and reporting of all forms of violence in their communities. This transformative impact contributes to the achievement of SDG 5 (Gender Equality) and plays a critical role in combating discrimination and violence against women and girls

			Building on the last year results, the Ethiopian government, influenced by UN Women led advocacy and institutional capacity strengthening on Gender Responsive Budgeting (GRB), significantly advanced gender equality integration into its national investment and financing framework. Utilizing the Gender Budget Statement (GBS), which is a forward-looking mechanism to track and make budget allocations to gender equality and women’s empowerment, enabled three ministries to adopt and pilot the mechanism and guide other sectoral ministries with their experiences.
In 2023, for the first time ever, the Ministry of Finance allocated 7 million ETB (around 125,300 USD) for gender equality initiatives, particularly supporting the Ministry of Industry's goal to increase women's participation in the industrial sector to 85%. The Ministry of Urban Development and Infrastructure introduced a sex-disaggregated biannual plan, for the first time ever, focusing on urban development and gender equality. Key aspects include a 2% increase in adequately planned cities and capacity building of 400 women as planning experts. The plan also includes urbanizing 33 cities with 126 women leading these projects, and a SafetyNet program aimed to improve the living standards of 816,000 citizens, with half of the beneficiaries being women. This was a good move for women to get into male dominated and remunerative fields. This approach not only enhances women's leadership roles in significant urban projects but also addresses socio-economic disparities, making a substantial impact on the overall development and inclusivity in Ethiopia. The Ministry of Health now implements sex-disaggregated planning to improve women's health, specifically targeting reduced teenage pregnancy rates and increased childbirths with professional healthcare assistance. These initiatives across various ministries showcase a comprehensive and holistic approach to embedding gender equality in Ethiopia’s investment and financing framework, laying the groundwork for sustained, gender-responsive policies and initiatives. The result contributes to the Sustainable Development Goal (SDG) 5 and its target (5.C.1) on the proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment.
