Advancing SDGs: UN Women's impact and key achievements

In 2024, China made progress toward ending violence against women and girls (EVAWG), directly contributing to SDG 5. Through programming addressing prevention, response, and capacity building and institutional change, more women in China are benefiting from improved public services and social protection systems aimed at EVAWG (Outcome CHN_D_1.1). In partnership with Changsha Women’s Federation (CSWF) and civil society organizations (CSOs), UN Women’s SEEVAW programme supported progress toward this Outcome through the following results:
First, 524 individuals, including lawyers, judges, social workers, healthcare professionals, police officers and women’s federation staff are better able to deliver survivor-centered services for domestic violence (DV) response, thanks to targeted capacity building and improved cooperation. Targeted trainings, designed and delivered by UN Women and partners, addressed the dynamics of DV, skills for working with survivors and handling cases, effective coordinated response practices, and the unique needs of marginalized groups such as women with disabilities and women living with HIV.
Second, institutions were strengthened and services improved through a one-stop center in Yuelu District Court (YDC), Changsha. The center, developed with UN Women’s technical and financial assistance, provides survivors with holistic services—legal aid, shelter, and case management—in a single location. Situated in the courthouse, it enhances safety and accessibility before, during, and after legal proceedings. CSWF and the YDC have committed to working with UN Women to pilot a VAWG survivor-centered multistakeholder coordination mechanism in Yuelu District in 2025, with an aim of scaling up in 7 other administrative districts in Changsha city.
Third, the RESPECT framework, a model for prevention of VAWG, was adopted by CSWF and CSOs in Yunnan. This progress was facilitated by UN Women through trainings with CSWF, the All-China Women’s Federation, and CSO partners, garnering strong government support, as well as through technical support for national experts adapting the RESPECT framework to the Chinese context. These efforts resulted in tailored prevention strategies for three pilot communities in Changsha, which aim to reach 300 households and 1,000 residents. To ensure continuity, UN Women secured an additional USD 100,000 for 2024-2025 to replicate the model with minority communities in Yunnan.
Survivors now have greater access to essential services, service providers have enhanced capacity to deliver support, and communities are more active participants in EVAWG—all indicators of progress toward implementation of the CEDAW 29th periodic report concluding observations No. 26 (b), (c), and (d) addressing access to justice and essential services for survivors of violence. These outcomes highlight the transformative potential of strategic partnerships, evidence-based programming, and an integrated and inclusive multisectoral approach.

Advancing SDGs: UN Women's impact and key achievements

In 2023, through the UN Women and IFAD ‘Hunan Rural Revitalization Demonstration Project’, a joint initiative with the Hunan government, a total of 108,809 rural people in ten pilot counties in Hunan Province, including 49,442 rural women, benefited from direct technical and financial support to grow their agricultural businesses, inclusive public climate adaption and disaster risk reduction services, and climate resilient infrastructure development. Since project implementation commenced in 2021, the project has reached 153,736 rural people through these interventions, among whom 68,932 are women and 66,855 are ethnic minorities.
A total of 43 women-led start-up businesses were launched or grown with approximately USD 950,000 in grants, and a total of 613 women directly benefited from UN Women and partner-led start-up business training for sustainable business development. These results were possible thanks to UN Women’s convening efforts to foster critical government multisectoral collaboration, resulting in a 2023 Gender Work Plan jointly developed by the Hunan Department of Agriculture and Rural Affairs and the Hunan Women’s Federation. The joint Work Plan—the first of its kind for the Province—includes clear indicators and targets to generate substantive results on rural women’s economic empowerment and equal access to services, including those outlined above.
Importantly, to ensure that all project partners are equipped to implement a gender-responsive programme, UN Women and IFAD have strengthened the capacity of 70 project partners and participants from 14 government agencies in Hunan through in-person training, while reaching almost 100 personnel through an online training course ‘Promoting Gender Equality in Rural Revitalization’, on the fundamentals of gender equality and guidelines for gender-responsive implementation. This training for key government partners was welcomed and praised by the Hunan Department of Agricultural and Rural Affairs and the Hunan Women’s Federation, has helped facilitate the achievements highlighted above, and will ensure that ongoing implementation is aligned with the Gender Work Plan. These strategic capacity building efforts will help ensure sustained commitment to these initiatives beyond the life of the programme.
UN Women and FAO jointly developed and published “Providing Innovative and Gender-responsive Digital Support to Smallholder Farmers In China”, an important resource that analyzes rural women’s lack of access to the benefits of digital growth and examines barriers, risks, learnings and recommendations for inclusive digital growth than leaves no one behind.
These results contributed to UNSDCF (2021-2025) Outcome 1 on “People and Prosperity”, and UN Women Strategic Plan (2022-2025) Outcome 4 on &ldquo
