Advancing partnerships and resourcing

UN Women Lebanon made significant process in effectively influencing other actors, achieving financing of GEWE, advancing its own partnerships and raising awareness for Gender Equality. To do so, the Lebanon Country Office expanded its media outreach, appointed one new Goodwill Ambassador, engaged two celebrities, closely engaged over 20 donors as well as 25 UN agencies. Media partnerships UN Women expanded its media outreach and strengthened partnerships with media organizations. The media issued 11 press releases and 251 pro bono placements, in print, online and broadcast media. This includes press releases and interviews with UN Women representatives highlighting key figures and statistics from UN Women research and studies, organization of high-level visits, public events and donors’ engagement. II. Partnering with Strategic Multipliers UN Women National Goodwill Ambassador (NGA) for Lebanon, Joyce Azzam: UN Women Lebanon appointed its first Goodwill Ambassador, Joyce Azzam. This partnership supported further awareness raising and influencing actors on Gender Equality. This included the Special Coordinator, Resident Coordinator, ambassadors, ministers, other officials, and feminist activists participated at a public even in January 2023 to launch the newly appointed UN Women’s National Goodwill Ambassador. This event secured wide media coverage. Joyce Azzam raised the UN Women flag on the seven highest peaks in Lebanon calling for gender equality, which was posted on Twitter (ENG- AR) and on FB ( ENG- AR). V ideos featuring the NGA: (1) A video message kicked off the UN Lebanon International Women’s Day campaign, (2) a reel produced for HQ’s platforms around women in sports was posted on UN Women global Twitter , Facebook , LinkedIn , Tiktok and IG platforms, etc. UN Women RO and Lebanon social media platforms and on RO YouTube channel, in addition to (3) a video message for UNW’s global 16 days of Activism 2023, posted on Azzam’s social media platforms, UN Women Lebanon and RO channels and shared with HQ. The first series of UNW Lebanon podcasts (3 episodes) featuring Azzam and guests was completed, promoted on UNW Lebanon channels and regional IG platform and shared with HQ. Celebrity engagements: Two celebrities participated in joint campaigns to further raise awareness on GEWE. Singer Abeer Nehme and News anchor Yazbek Wehbe participated pro bono and featured in the UN Lebanon 16 Days of Activism campaign led by UN Women. Actress Liliane Nemri was engaged in several videos , within UN Women’s “Quest for Equality” campaign. III. Increased donor visibility opportunities: UN Women increased its visibility towards through bilateral meetings, donor events as well as social media engagement. This included various activities including various dedicated SM week to donors such as GE , UK , one Communications and advocacy campaigns – The Quest for Equality several media engagement/SM coverage during donors/High-level officials visits to relevant projects (i.e., The inauguration of a production unit in Beirut , in the presence of Japan’s ambassador and the visit of the Assistant Minister of Foreign Affairs of Australia, Tim Watts MP and Australian delegation to two UN Women-led initiatives), as well as two joint multimedia stories ( article and video ), on UN joint programs developed by UNIC with support from UNW work, both were posted on UN Lebanon, UNW, UNW RO and global SG websites and highlighted donor’s support. Coordination within the UN system: UN Women mobilized the UN system around the joint International Women’s Day campaign 2023 " Stand up for women " , which earned a total of 1.9m organic, non-sponsored impressions on social media Through the UN Communications Group, UN Women Lebanon CO amplified support/engagement to its national communications initiatives and daily advocacy on social media. Within the UN Communications Group and the UNCG communications taskforces, UN Women contributed to the UNSDCF (2023-2025) Communications Strategy and the UNCG 2023 Work plan, progress of work & deliverables by UNIC/RCO. UNW helped develop joint communications activities (assets, videos, SM packages…) including the #TakeAStep and the “All For Lebanon” campaigns.

Business Transformation

UN Women Lebanon made progress towards to act agile and innovates on its business model to achieve impact at scale. UN Women accessed additional controls and integrated into a new business model to ensure operational commitment and transparency towards donor reporting as a result of Global ERP transformation with the newly established Quantum, now replacing ATLAS. The change was a milestone and enhancement to UN Women’s systems which lead to a major business transformation. This came with many challenges that Lebanon CO has overcome and more importantly learned from. Lebanon team’ commitment to learn and expand their technical knowledge of the system set an example in the region. CO staff identified gaps within the system and reported them to RO and HQ for them to address. Learning continues in 2024 and new challenges are expected to arise until the system stabilization stage is completed.

Empowered People and Products

UN Women achieved significant progress towards a more empowered workforce and advancing an inclusive UN Women culture. Staff increased their skills and development through trainings and accessed a diverse and inclusive workplace support from with Lebanon CO. Staff completed all mandatory courses, and accessed detailed assignment opportunities. In response to the escalating crisis in southern Lebanon, office staff reflected and shared experiences on the impact of the crisis on the work of UN Women, integrating wellbeing for resilience and teambuilding into all areas of work, through a one-day retreat conducted by the CO.

Services and Processes

In 2023, UN Women Lebanon efficiently and effectively discharged all business processes that advanced integrated delivery of GEWE on country level. This included that all four response plans have a robust gender analysis, 90 humanitarian and development personnel (72 women, 17 men and 1 non-binary) increased their capacity on diverse gender equality issues, six UN agencies are better able to implement their projects in a gender responsible manner and all UN agencies have increased knowledge on the gender equality marker. All response plans in Lebanon – across the humanitarian, development and peace nexus - have robust gender analysis (with data largely produced by UN Women), resulting in better quality and more accurate information on the situation of diverse women and girls, and marginalized groups across the country. UN response and contingency plans as well humanitarian reports were gender mainstreamed. This included the flash updates, the mobility snapshots as well as the contingency plan developed by the emergency inter-sector coordination group related to the humanitarian situation resulting from the conflict in the south. Furthermore, the tools and methodology Rapid Needs Analysis of collective shelters in the South highlights the needs of women and girls. The analysis, strategy and dashboard of Lebanon’s Crisis Response Plan (LCRP) reflects on the situation of women and girls. In coordination with the gender focal points of the LCRP sectors, 11 Gender and GBV tipsheets were produced (one per sector) to ensure a gender sensitive emergency preparedness and 11 Gender Sector plans (one per sector) were developed and are being integrated in the new Lebanon Response Plan (LRP). In addition, UN Women co-chaired two coordination forums, the Gender Working Group and the LGBTIQ+ Task Force. Through this work, UN Women increased number of partners and the quality of support provided on issues of gender equality and women’s empowerment through its coordination mandate. The Gender Working Group (GWG) expanded its organizational memberships to a total of 91 actors, an increase of 31% from the end of 2022. 90 humanitarian and development personnel (72 women, 17 men and 1 non-binary) increased their capacity on diverse gender equality issues ranging from the gender in humanitarian action (GIHA), PSEA, GBV, and SOGIESC. As a result, the capacity of sectoral gender and GBV focal points, sector partners and UN Women partners was built after three trainings done by UN Women. Thirty-one employees from international organizations, local organizations and UN agencies gained knowledge on Diverse Sexual Orientation, Gender Identity, and Expression, and Sex Characteristics (SOGIESC) in Humanitarian action with a 11% increase in knowledge. Additionally, thirty two women community leaders and partners gained the skill to train others on Protection from Sexual Exploitation and Abuse and Accountability to Affected Populations (AAP) with a 29% increase in knowledge. In addition, 10 gender focal points (one per sector under the LCRP) were appointed, trained, and technically supported. Under the principle of leave no one behind, the SPFIII support played a leading role in advancing the LGBTIQ+ agenda in Lebanon through its support to the LGBTIQ+ TF. UN Women has substantially advanced the LGBTIQ+ agenda across the humanitarian and development nexus in Lebanon, contributing to increased actions by national and international partners through historic public advocacy, policy, expanded programming, and funding for Lebanese LGBTIQ+ organizations – all in the backdrop of a hostile and dangerous environment to work on this agenda. Evaluation findings further were used to further improve the quality of UN Women’s programmes. UN Women conducted two evaluations in 2023 and is closely following up on the recommendations to ensure that they are considered in future programming. Six UN agencies are better able to implement their projects in a gender responsible manner, through technical advice provided by UN Women. This includes gender assessments of WFP’s National Poverty Targeting Programme run with the Ministry of Social Affairs, in addition to gender mainstreaming support to the RCO, FAO, UNIDO, UNICEF, and UNDP for their work under the Productive Sectors Development Programme. In addition, all UN agencies increased their knowledge on the Gender Equality Markers as well as on gender sensitive monitoring through a training provided by UN Women in collaboration with the RCO.
