    UN Women Guatemala continues to improve its effectiveness in the execution of financial and programmatic resources, mitigating security risks for the work team and the office, as well as closely monitoring compliance with the financial year. The main results achieved in 2022 were: Reviewed and implemented the MOSS and MORSS Business Continuity Plan, ensuring that the SRMM (Security Risk Management Measures), BCM (Business Continuity Management), and OSH (Occupational Safety and Health) components are effectively integrated. The SAFER app for cell phones was successfully implemented in the Guatemala Country Office, which will help facilitate the monitoring of official missions. Security and Safety Compliance Survey completed with a Score for Guatemala CO of 97%. 3 people from the UN Women team improved their security capabilities by participating in the WSAT &ndash; Security Awareness for Women Training and in the XV SSAFE Course. Ensured an adequate migration of the operational processes to the new Quantum platform, thanks to the participation of a person from the operations team in LAC Quantum Training: Travel and Procurement Modules. This has allowed the knowledge acquired to be replicated by the entire CO team.

    During 2023, UN Women Guatemala continued to improve effectiveness in the administration of financial resources and mitigate security risks for the work team and the office, through the following achievements: The financial and operational certifications required by the global guidelines were complied with, such as: the presentation of the closing financial certifications for each month, the review of the office's computer assets, and the computer equipment that did not work and that was no longer working was discarded. They were totally depreciated. The institutional plans required for the proper functioning of the office and employee security were reviewed and implemented, such as: MOSS and MORSS (Minimum Operating Security Standards; SRMM (Security Risk Management Measures); BCM (Business Continuity Management); the OSH (Occupational Safety and Health) and the Office InfoSec Certification. Two emergency chain activation exercises were carried out, using the SAFFER mobile app tool, obtaining a response from 80% of the staff. The capacities of the operations and program staff of the Guatemala country team were strengthened on the use of the new Quantum platform, for the good management of operational and financial processes, thanks to the training provided by the UN Women Regional Office for America Latin and the Caribbean. Internal processes were reviewed and action was taken on the most relevant issues, creating an Interoffice memorandum detailing guidelines for the following processes: (i) Payment Management, where a tool was introduced to control the issuance of payments. This tool has an annex that lists the documents that must be attached according to the applicable payment process. (ii) Travel Management, the established policy, the established times and the mandatory documents for the different types of trips were reinforced. (iii) Electoral Process Guidance Guide. (iv) Suppliers Processes, where supplier management was decentralized and moved to the HQ Service Center, which allowed the assigned personnel to be unloaded from the office and (v) activities outside the Organization.

    During 2024, UN Women Guatemala continued to enhance the effectiveness of financial resource management and mitigate security risks for the team and the Office, ensuring responsible and effective financial resource administration. Among the year's key achievements are: Financial monitoring actions were carried out to ensure the proper use of resources. Within this framework: (i) Monthly financial reports were generated and shared with the responsible areas, who validated the corresponding budget items and addressed cases with immediate actions; (ii) Monthly and annual closures were completed on time, using tools such as the Dashboard for effective monitoring; and (iii) Errors related to Payroll were corrected, and account reconciliation was conducted, ensuring all accounts were fully accounted for. Measures were implemented to ensure staff security and operational continuity, including: (i) The development and approval of the Business Continuity and Crisis Management (BCCMA) protocol, featuring five action protocols and an operational area-specific checklist; (ii) Emergency drills, training sessions, Radio Check exercises, and activations of the Emergency Chain were conducted, highlighting efficient response times; (iii) Approval of the 2025 security budget, review of the 2024-2025 security plan, and dissemination of the VIP visit guide; and (iv) Activation of the Emergency Chain in response to seismic movements. Key actions in cybersecurity were completed, including: (i) the Information Security (INFOSEC) survey; (ii) completion of the virtual INFOSEC course by all staff; (iii) migration to Windows 11; and (iv) the acquisition of 12 computers to upgrade the available equipment. Active participation in Operations Management Team (OMT) meetings, contributing to: (i) the review of existing Long-Term Agreements (LTAs) and the promotion of joint collaboration opportunities; (ii) the annual UNINFO exercise to reflect the use of Common Premises and the initiation of the occupational analysis of Edyma, as part of the UN House project; and (iii) the formalization of an agreement with UNICEF for the expansion of facilities, projected to be operational in the second quarter of 2025.

    During 2025, UN Women Guatemala continued strengthening efficiency in the management of financial resources and the mitigation of security risks for staff and the office, ensuring adequate conditions for operational continuity and responsible resource management. The main achievements of the year included: Internal financial management processes were consolidated to ensure the timely and appropriate use of resources, through systematic compliance with monthly financial closures, continuous review of expenditure accounts, detection and correction of accounting errors, and the production and sharing of financial reports with area coordinators, facilitating early identification of critical issues and the adoption of immediate actions. The operational capacity of the Country Office for crisis management and business continuity was strengthened through the validation of information in the Business Continuity and Crisis Management Application (BCCMA), testing of the crisis management checklist in the information technology area, a capacity-building process to strengthen the team in response management and BCCMA activation, the conduct of Business Continuity Plan (BCP) activation simulations, and the review, adjustment, and approval of the Business Continuity Connectivity Protocol, which clarified roles, responsibilities, and lines of accountability for staff with assigned functions. Progressive implementation of the Occupational Safety and Health (OSH) Strategy of the United Nations System in Guatemala was initiated, as approved under the mandate of the High-Level Committee on Management (HLCM), promoting a collective approach to occupational risk prevention during the United Nations Country Team (UNCT) meeting held on May 21, 2025. Security Risk Management Measures (SRMM) were implemented through the review and approval of the 2025-2026 security risk management document by the Senior Management Team (SMT), the quarterly conduct of notification chain activation exercises, the execution of at least two evacuation drills during the year, and the implementation of telecommunications exercises to activate and test the reporting chain. Operational security for staff during travel was strengthened through the implementation and active use of the UN Mobility platform, which enabled access to official vehicles from other United Nations System agencies, ensuring safe staff transportation. This also contributed to cost reductions through inter-agency collaboration and is aligned with the Country Office&rsquo;s commitment to identifying opportunities to improve efficiency. Sustained compliance with information security standards was ensured through monthly monitoring of performance indicators associated with the Office Information Security Certification (Office InfoSec Certification), implementation of the TRIP platform for monitoring and follow-up, and continuous coordination with the regional security specialist and the United Nations Department of Safety and Security (DSS), ensuring the application of recommended risk mitigation measures for the country in accordance with the SRMM and Standard Operating Procedures. A safe and healthy work environment in the Country Office was promoted and consolidated by comprehensively strengthening institutional practices for risk prevention and response and staff preparedness for operational continuity, through: (i) institutional participation in the national evacuation drill, systematic application of the standard basic security induction procedure for all newly recruited staff, and continuous strengthening of awareness-raising and information mechanisms on risk mitigation measures; and (ii) strengthening staff capacities on security and evacuation through the systematic participation of at least two team members in specialized workshops led by the United Nations Department of Safety and Security (DSS) and specific training of five team members in evacuation techniques, signage, and the identification of risks, threats, and vulnerabilities.
