    By the end of 2025 people in Myanmar, especially women, children, youth, minority and marginalized communities are increasingly empowered to actively engage and contribute to mechanisms and local platforms for gender-responsive and inclusive dialogue, accountability and conflict management, and promotion and protection of their rights.

    In 2024 UN Women Myanmar has started a new initiative which has significant potential for empowering women for meaningful participation and which has already yielded strong results in providing a platform to amplify the voices of Myanmar women leaders and CSOs. This was demonstrated through support to women leaders’ international advocacy at global level in advance of the UN Security Council (UNSC) Open Debate on Women, Peace, and Security (WPS), with one Representative directly briefing the Security Council and engagement in regional advocacy at the ASEAN People’s Forum, enhancing regional advocacy for gender equality and women’s empowerment (GEWE). These advocacy opportunities built on a foundation of strategic capacity development through a workshop focused on global advocacy techniques, equipping 34 participants (33 women, 1 man) with tools to develop compelling narratives, practice advocacy messaging, and refine strategies through role-play and the criteria to select a delegation to New Yor k were developed collectively to support ownership and strategic alignment. UN Women also supported i ncreased collaboration and knowledge sharing through engaging women leaders in an “ unconference ”, an open space for them to explore key priorities for collective advocacy and action. It also created a critical space for fostering deeper relationships, strengthening trust, and building solidarity among diverse women, enabling them to collaborate more effectively across different backgrounds and perspectives. Post-event evaluations showed 90% of participants gained new knowledge, and 57% planned new collaborations. The unconference strengthened participants’ skills to engage in political processes, with 71% identifying the format as critical for advancing GEWE in Myanmar.

    In 2025, UN Women’s support contributed to measurable strengthening of women-led and inclusive civic engagement across Myanmar and in regional advocacy spaces, with women and marginalized groups demonstrating increased confidence, capability, and collective agency to engage in dialogue, accountability, and peacebuilding-related processes. Women leaders and women-led civil society organisations (WCSOs) deepened their ability t Through sustained dialogue, learning, and leadership support, moved beyond fragmented engagement toward more coordinated, strategic, and inclusive collective action, including the development of shared advocacy agendas and action plans. Access to formal and informal accountability and dialogue mechanisms expanded in 2025, particularly at the regional level. Myanmar women leaders directly engaged regional institutions, diplomatic actors, and special envoys, raising gender-specific protection and rights concerns and advancing practical, gender-responsive recommendations. Importantly, learning and outcomes from these engagements were deliberately redistributed to a wider set of civil society actors, ensuring broader inclusion beyond those able to travel or engage directly. At the individual and organisational level, women leaders demonstrated increased confidence, leadership presence, and resilience to participate in high-risk, politically constrained environments. Feminist peace coaching and thematic learning strengthened women’s capacity to communicate effectively, navigate power, manage emotional and political pressure, and sustain long-term engagement in dialogue and conflict management efforts. This contributed not only to individual empowerment but to a growing ecosystem of feminist leadership, capable of supporting peer learning, mentoring, and collective accountability. Overall, by the end of 2025, women and marginalized groups supported through UN Women programming were better equipped to shape , contribute to conflict management and peacebuilding processes, and advocate for rights-based, gender-responsive responses—both within Myanmar and through regional and international mechanisms—despite a highly restrictive and volatile operating environment.
