By 2028, The UN system coherently and systematically contributes to progress on gender equality and the empowerment of women and girls (SP Outcome 7).
During the reporting period, the United Nations system in Senegal strengthened its coherent and coordinated contribution to gender equality and the empowerment of women and girls through enhanced inter-agency collaboration and the use of shared accountability frameworks. Under the leadership of UN Women, the Gender, Human Rights and Inclusion Thematic Group (GTGDHI) was consolidated as the main coordination platform, improving strategic alignment and coherence across normative, programmatic and operational interventions of UN entities. The joint application of accountability and performance tools—including the UNCT-SWAP Gender Equality Scorecard, the Gender Scorecard, the Gender Equality Marker (GEM), and Protection from Sexual Exploitation and Abuse (PSEA) frameworks—strengthened the quality and consistency of gender mainstreaming across UN planning, implementation and monitoring processes. Coordinated self-assessments, technical support and follow-up actions increased ownership of these tools and promoted more harmonized inter-agency practices. At the same time, the implementation of joint programmes and coordinated initiatives aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and national priorities—Vision Sénégal 2050 and the National Development Strategy (SND) 2025–2029—enhanced complementarities and synergies in advancing gender-responsive governance, the prevention of gender-based violence, and women’s participation in decision-making. Overall, these efforts reflect a clear shift from fragmented interventions towards a more integrated, system-wide approach, contributing to more sustainable and measurable results on gender equality at the national level.

The UN's efforts creating an environment where women and girls have the same opportunities and rights as men and boys and where their voices are heard and respected at all levels of society. The system works together in a coherent, systematic and accountable way to make significant progress in ending gender-based violence, discrimination and inequality, while empowering women and girls worldwide. This is why UNCT produces the gender scorecard report to identify the efforts it needs to make to achieve its goals, and carries out joint programs to optimize its performance in this area. The programs carried out within this framework contribute to achieving the output.
