Products, Services and Processes
In 2025, the Country Office conducted multiple field monitoring and partner support missions. These visits strengthened partners’ capacity to implement interventions effectively and ensured adherence to agreed project standards. The missions provided an opportunity to validate reported results, identify and address implementation challenges, and propose timely mitigation measures to reduce project risks. They also enhanced documentation of results and facilitated adaptive management by integrating lessons learned into ongoing programming. The Country Office advanced the development of the new Strategic Note (SN), following the near completion of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030. As part of this process, staff engaged in Headquarters-led webinars to ensure alignment with the global Strategic Plan and where Uganda’s Cooperation Framework priorities and their linkages to the initial SN focus areas were articulated, particularly in relation to the evolving gender equality and women’s empowerment context. The Strategic Note and Biennial Work Plan were submitted and approved within the expected timeline by both Headquarters and the Regional Office. Notably, Uganda was the first country office in the region to secure approval in PRISM. Additionally, the Country Office continued its role as co-chair of the Results-Based Management (RBM) Group under the Resident Coordinator’s Office (RCO). Through this engagement, the office contributed to the development of the UNSDCF Theory of Change and the corresponding Results Framework, including outcome- and output-level indicators.

In 2024, the program delivery rate in Uganda reached 71.74% , marking a notable improvement from the previous year's rate of 62% . This indicates positive progress in the implementation and delivery of key programs, demonstrating the continued commitment to advancing gender equality and women's empowerment despite challenges. This improvement in program delivery highlights the effective engagement of UN Women in Uganda, even in the face of resource constraints and a reduction in number of staff. The enhanced delivery rate underscores the resilience of the country office in maintaining momentum for gender-responsive initiatives and its ability to adapt to evolving circumstances

The programme delivery rate was at 62% as at the time of this reporting. 100 percent of evaluations reports were rated “good and above”. 12 UN entities received gender parity advice and/or technical assistance from UN-Women
