The RO facilitated the monitoring and improvement of key areas like delivery, resources mobilized and partner advances by preparing and sharing with all offices, on a monthly basis, the progress reports and providing assistance where required. This has been very useful and has enabled the offices to successfully manage their resources. WCAR delivery rate of Core is 100% and Non-Core funds is around 74% Support missions in Finance, Procurement, IT and HR have been conducted to reinforce the overall performance of these offices, assist them in the preparation of audits, improve delivery and programme management in general including the decrease of the long outstanding balance. Financial information quality has improved in 2022 and especially the number of projects financially closed, thanks to close follow up in term of financial donor reporting and project closure In the beginning of January RO had 31 project non-compliant and at December on 7 non-compliant remain in the dashboard. Also some improvement in the RMS-Mapping process. Despite the complex security context in the region, the global security compliance rate of the Region stands at 97,45%

WCARO demonstrated consistent commitment, resulting in significant advancements across several key areas. Improved planning practices, rigorous program monitoring, and strengthened financial controls have enhanced transparency and elevated the quality of financial reporting for both internal and external stakeholders. Through an efficient and strategic approach, regular monitoring of Country Offices (COs), and monthly meetings with CO colleagues and Management, both Country Offices and the Regional Office (RO) were supported to ensure quarterly and donor reports comply with corporate requirements and UN Women guidelines. The PMR team worked closely with units in the Regional office and provided continual capacity-building and technical assistance to country offices. As a result, 80% of donor reports were delivered within the required timeframe—an improvement from last year’s figure of 65%. Performance for regular resources has demonstrated significant improvement, with execution rates now consistently exceeding average levels at a minimum of 87.5%. In addition, the RO provided ongoing technical support and guidance throughout the year, with a strong focus on facilitating effective use of platforms such as DAMS, RMS, PGAMS, and PRISM. All risk management policies were strictly observed, with full implementation of recommendations from internal and external audits. These strategies facilitated the timely submission of narrative reports to donors, increased the organization's visibility, and ensured the maintenance of secure and effective information systems. However, it is essential to intensify efforts to complete delayed projects, as these setbacks may impact overall operations and accountability.

WCAR was able to reach a quite good delivery rate despite the fact that 2023 was the first year of implementation of the new ERP, Quantum, which was experiencing few bugs and glitches during the first two quarters. The delivery rates of Non-Core and regular resources are respectively 63% and 76% while the utilization rate is respectively 94% and 90%. In term of audit, we note significant progress in the number of unqualified partner audit reports. This is mostly due to the training provided to the Programme Team and the partners who are now better prepared for audits.
