Haïtian women, with a special focus on victims of violence, have increased access to justice services
This product was implemented and reported in 2022 since a specific project was being implemented to support women organisations and CNAL (the umbrella for the legal assistance bureau "BAL") to offer good quality services to violence survivors. The same organisations have continued to offer the services (legal assistance) while other organisations engaged in women protection with temporary safe spaces have expanded them to shelters and other services, reinforcing the local network of services providers and refering survivors to the justice structures, paying lawyers to accompany them where needed. The impunity level is still high in the country, the prisons conditions are extremely poor. The committee on the correctional Gender Directorate has continued to reinforce itself after the project with UN Women was closed (EU funds). Indeed, UN Women continued to offer its services to this committee helping the members to elaborate their new action plan after having evaluate the old 2-year action plan. Moreover, the Police force and INFP were able to finalize a protocole that needs to be signed by their respective general director regarding women's continued education (with a certified program by INFP) while in detention.
Haïtian women, with a special focus on victims of violence, have increased access to justice services
The Covid-19 pandemic coupled with the high impact of the social and economic context and the political instability tinged with a high level of insecurity have disrupted the political processes and GEWE work within governance systems in Haiti and, have somewhat slowed down the few progresses made by the country in the face of specific challenges related to access to justice services. Consequently, UN Women-Haiti has not been able to achieve this outcome in 2021. Despite of this, UN Women-Haiti contributed to improve the justices’ services through capacity-building programmes for staff of the Directorate of Prison Administration (DAP). With the Perspectives pour la Santé et le Développement (PESADEV)’s technical support, 30 members of DAP were strengthened in the field of psychosocial support for inmate’s and, 87 detainees from three (3) prisons located in Les Cayes (23 women), Cabaret (44 women) and Cap-Haitien (20) were benefited individual and group therapy sessions jointly with DAP social workers, psychologists and trainees in social work and psychology. Coupled to the training on the Bangkok Rules, this support will intend to improve conditions of detention for women prisoners Moreover, the Country Office plans to set up a mechanism to provide support for the economic recovery measures of liberated women and to the Prison Contingency Plan.

Though the Spotlight Programme, in 2022, progress has been made in creating the conditions for strengthening the legal and statutory environment in favor of the elimination of violence against women and girls. The country now has the preliminary report of an analysis of the legislative and legal framework on women's rights in the light of international standards and principles. In addition knowledge resources and tools have been created, piloted and capacity building sessions conducted to strenghten institutional capacities on gender-sensitive programming and budgeting (GRB) and Violence Against Women and Girls [VAWG]. Continued collaboration with civil society organizations has made it possible to further increase people's access to information and education on the prevention of violence against women and girls, including domestic violence, in the program intervention areas.
