    SN OEE Output Area 1: UN Women Cambodia participate in UN System coordination on GEWE

    UN Women Cambodia together with the support from ROAP has engaged actively with UN system coordination through UNTG-G and UNCT to influence UN’s agenda on Gender Equality and Women’s Empowerment. In 2021, the contribution including a joint OpEd that is written together with Resident Coordinator for International Women’s Day calls for actions to gender responsive policy and actions, especially related to gender critical issues such unequal distribution of unpaid care jobs, violence against women, harmful/negative social and gender norms. Another contribution is the conduct of gender deep dive exercise that UNWomen has provided both financially and technically throughout the process in which women and human right organisations are identified to be invited for consultations and five critical gender related issues are identified for in depth analysis, including restrictive gender norms, unequal distribution of unpaid work, gender-based violence and harassment, labour market inequalities, and women’s representation and leadership. UNWomen also has contributed to a joint UNCT advocacy work such as rights of LGBTIQ persons which programme staff participates in drafting key talking points for Resident Coordinator and courtesy meeting with Cambodia Human Right Committee (CHRC) in November 2021. Additionally, the Cambodia office has provided inputs to a joint UN proposal to the EU Delegation to Cambodia on Gender Equality and Women’s Empowerment. Further, the Cambodia office also co-design/develop media contents for 16 Day Activism on UN’s Facebook Page as well as website. Resident Coordinator delivers opening remarks at high level events of the Cambodia Office, including National Project Advisory Committee meeting and the Cross-Border Dialogue among service providers, including migrant resource center between Cambodia and Malaysia of the Safe and Fair Programme.     SN OEE Output Area 1: UN Women Cambodia participate in UN System coordination on GEWE

    There has been a significant progress observed during 2022 regarding UN Women Cambodia's contribution to UN coordination. Firstly, with UN Women's technical and financial contributions, the UN Country Team (UNCT) Confidential Report on the CEDAW Concluding Observation was submitted in May 2022, with the coordination of the Resident Coordinator's Office (RCO). Through the process of the formation of UNCT Confidential Report on the CEDAW Concluding Observation, it was noted that the support from the Resident Coordinator Office was one of the significant factors leading to the successful completion of the report. In addition, there was good collaboration and active engagement from a number of UN Agencies such as OHCHR, UNFPA and UNESCO. UNCT members have also demonstrated their engagement through the endorsement of the report. With UN Women's coordination, women's rights organizations and representatives from the women's movement and maginalised groups were engaged in the process of analysis of the Gender Equality Deep Dive and Inter-Agency Standard Operating Procedures for Community-Based Complaints Mechanisms (SOP-CBCM). This engagement has brought a wider perspective of CSOs, women and marginalised groups to inform the UN high level policy guidance which has been used throughout the process of the development of a new corporate framework of the UNCT. As such, the Common Country Analysis has integrated gender aspects into some sections/chapters of the report, although in principle, it is required to mainstream findings from the gender analysis in all sections, including data disaggregation. Further, five critical gender issues (Restrictive Gender Norms; Underlying causes of gender inequality, unequal distribution of unpaid work, gender-based violence and harassment, labour market inequalities, and women's leadership) and recommendations were presented at the UNCT Retreat in October 2022 by UN Women. As of the end of December 2022, a standalone outcome statement on social transformation and gender mainstreaming outputs is emerging as a subject of discussion for United Nations Sustainable Development Corporation Framework (UNSDCF). However, other strategic priorities (human development, economic growth, environmental protection, and climate change) were presented without a gender lens and application of women's rights principles. As a secretariat of the UN Gender Theme Group (GTG), UN Women Cambodia has continued to actively support the co-chairs in influencing the UNCT to implement the UNCT SWAP Gender Equality Scorecard action points and that have been reflected and incorporated in the 2021/2022 GTG workplan. As an active member of the PSEA Task Team, the draft a Standard Operating Procedures for Community-Based Complaints Mechanisms (SOP-CBCM) has been reviewed and provided technical inputs to ensure gender sensitivity, victim/survivor centred approaches and respect for the confidentiality and privacy of reported cases and any referrals. In addition, UN Women also participated in providing technical inputs for developing a draft action plan for implementing SOP-CBCM which has been scheduled for presenting to the UNCT in January 2022. The UNCT in Cambodia has demonstrated its leadership in implementing the SWAP Gender Equality Scorecard through UNTG. The five key actions of the SWAP Gender Equality Scorecard have been integrated into the 2022 annual workplan of UNGTG and they are monitored by UNGTG and UNCT. There is some progress that has been made in the five key actions. The preliminary assessment shows the following progress: 1.1 Common Country Analysis Integrates Gender Analysis: Exceeds Minimum Requirements 2.2 Communication and Advocacy Address areas of Gender Equality: Exceeds Minimum Requirements 2.3 UNDAF Monitoring and Evaluation Measures Progress Against Planned Gender Equality Results: Meets Minimum Requirements 4.3 Gender Parity in Staffing is Achieved: Approaches Minimum Requirements 5.1 Gender Coordination Mechanism is Empowered to Influence the UNCT for GEEW: Meets Minimum Requirements
