    The capacity of governments and stakeholders is strengthened to assess progress in implementation of the Beijing Platform for Action, and other global normative and policy frameworks

    While no concrete results could be reported under this Outcome, UN Women continue to provide support to the Ministry of Women's Affairs to enhance the implementation of gender equality commitments in alignment with national plans, priorities, policies and budgets. MOWA coordinated the different national efforts on GEWE through existing national coordination mechanisms such as the National Working Group on SDG 5, the National Committee to Combat Violence Against Women, the National Technical Committee on Gender Responsive Budgeting, Gender Units in Line Ministries and other governmental institutions, the Local Aid Coordination Secretariat, the Legal Harmonization Committee and other national coordination mechanism. These mechanisms are instrumental in creating political awareness and consensus to increase allocations to and implement national gender equality commitments; promoting gender responsive laws, policies and national action plans; mobilizing additional financing for gender equality; and holding all actors accountable for implementing GEWE commitments. UN Women has provided extensive guidance and technical support to MOWA to join the GEF Action Coalition on GBV (AC 1) and make actionable commitments. As a result of this support, MOWA joined as a member and made official commitment to AC 1 on 18 June 2021. A set of key recommendations that will feed into the national action plan for the GBV National Coalition under the Generation Equality Forum in Palestine were provided by national actors during a national consultation led by MOWA with support from UN Women on 8 September 2021, with the aim to prioritize commitments to fight gender-based violence in Palestine, which included the provision of health and counselling services to women and girls, with a focus on those from most marginalized areas, enhancing national capacities to combat GBV and strengthening the national referral system. As declared by the Minister of MOWA during the national consultation, these recommendations will be prioritized in the new/upcoming national violence strategy, among other recommendations that were provided by the participants at the national consultation.

    This outcome was mostly achieved as planned. At the civil society level, the CEDAW Coalition is now able to submit the needed reports to assess progress on the implementation of the convention and report on it to the relevant committees in order to improve performance. These results were less than targeted, as no report were submitted by the State of Palestine in 2022 as initially expected. These results are evidenced by the additional documents attached here. UN Women used its strategic positioning and expertise to increase civil society capacity and effectively improve performance. The CEDAW Coalition worked to improve reporting to relevant committees. UN Women provided support on how to assess progress on the implementation of CEDAW. This capacity building support proved extremely effective and should be replicated in the future.
