During the reporting period, PNG Country Office strengthened knowledge generation to ensure efficient and effective evidence-based programming. Project baseline surveys, end of project evaluations was conducted to inform current and future projects. The Local Economic Development project in the Autonomous Region of Bougainville, was tailored to the specific problems being faced by communities using the results of baseline assessment conducted in Buin, Siwai and Bana. The assessment created the benchmark of the project and enabled the project team to revise the project activities to suit community context and sustainable peacebuilding in Bougainville. The baseline noted that the community wanted support with agricultural activities to ensure community adaptation, resilience to sustainable peace building initiatives. Mr. X said, “Plant more cocoa for money to show my strength, isolate my family from public gatherings” Another community member said that “Mi wanpla victim blong Bougainville crisis, wer mi bin serve olsem Bougainville resistance fighter, nau mi stap olsem wanpla disable lon community blong mi. Yet mi struggle lon running ol project blong mi lon agriculture (cocoa) na fish farming. Mi laikim ABG or non-government organization lon fundim gut ol project belong mi, mi can sustainim life lon community na family.na more yet, economically lo mekim moni lon country. UN Women further conducted joint end of project evaluation for Mental Health Psychosocial Support and Creating Condition for peace projects. Capacity building initiatives such as peace building analysis and dialogue have positively impacted mind set change leading to peace and non-violent approaches to conflicts management within communities, The engagement of leaders in the trainings has equipped them with practical skills and opened their minds to broader perspectives on peacebuilding. Case study-“women, youth and church leaders, police reservists and village court and magistrates Hela Province gained reported having gained skills and knowledge that helped them peacebuilding, conflict analysis and conflict resolution” In future projects the evaluation noted UN Women and Government should actively involve local partners such as Faith Based Organizations, Traditional and Cultural Leaders and community members as crucial actors in sustaining peacebuilding efforts. Local partners and created community structure such WDCs, FBOs and NGOs should be given ongoing capacity building in areas of financial management, Project Planning and Management, M&E, Governance etc Need for development and implementation of a robust national civic education strategy and plan institutionalized at all formal and informal levels and Need for tailor made specific focused interventions to the Youth, Women and other marginalized groups like PLWDs.
