Principled Performance
Result: Management of financial and human resources in pursuit of results improved: Office complied with the global performance standards. Evidence: The major challenge, in addition to the COVID-19, was to speed up implementation of the Spotlight and Financing SDGs Programmes, which were signed with a significant delay, in 2021. Notably, both Programmes have been implemented with a very limited number of staff. Office struggled to catch up and deliver on its commitments in a short timeframe. Notably, Phase 1 of the Spotlight and Financing SDGs Programmes were timely and successfully completed by 31st December 2022. The corporate delivery rates achieved for core and non-core: the estimated overall delivery for core/noncore will be over 95% for non-core and 100% for core. Office invested in increasing the number of potential bidders and capacities of its partners, current and potential, by institutionalizing pre-bids sessions and RBM training. Donor reports were timely developed and submitted, after approval by RO The CSO Gender and Development, Responsible Partner undergone the audit independent and got unqualified rating. The Office and partner implemented all recommendations with the due diligence; the case is cleared and closed by the audit firm. Under the RO guidance, the Office, jointly with Kyrgyzstan CO, timely addressed the recommendations of the Internal Audit: timely provided the management response and implemented the Management Response Plan - the audit was cleared in August 2022. Visits of the Regional Director (June 2022), Deputy Regional Director, ai. (October 2022), Regional GRB Advisor (December 2022), discussions on strategically positioning the Office in the country, meetings with key government counterparts and donors opened new avenues for cooperation and resource mobilization: the Office developed its Strategic Note (SN) for 2023-2026. Contribution : Staff obtained required mandatory certificates. Operations staff attended online training sessions organized by the regional office on procurement and RMS. Programme staff attended online learning sessions organized by HQs, regional offices on innovation, PSEA, SWAP, UNSDCF, etc.
UN Coordination
Result: Gender capacities and coordination of the UNCT have increased due to the continuous UN Women coordination efforts and leadership. Evidence: According to the UNDAF final report, produced in 2021, “Coordination and cooperation among the UN Agencies through the Results Group planning and implementation of Joint Work Plans (JWP) additionally contributed to effective gender mainstreaming and achievement of results. Coordination and cooperation among the main development partners in Tajikistan through the Gender Thematic Group additionally contributed to effective gender mainstreaming and achievement of results”. The UN Gender Theme Group’s (GTG) activities were implemented in accordance with the Annual Work Plan. The group met on a regular basis. Jointly with the RO and Resident Coordinator’s Office (RCO) a special session/UNCT meeting was organized to brief UNCT on gender mainstreaming of UNSDCFs and Global processes, in particular, the Generation Equality Forum Solid feedback was provided to the ToR of the final UN Development Assistance Framework (UNDAF) evaluation, its final report, and management response. As result, gender is very well incorporated into the draft UNSDCF. Additionally national GoT partners and CSOs have been sensitized to advocate and guide UNCT in gender mainstreaming in the process of the UNSDCF development. The comprehensive SWAP assessment was conducted in Tajikistan. In addition to regular annual monitoring of the SWAP AP implementation, UN Women led the preparations, data collection, review, Action Plan development and endorsement of the comprehensive report. The coordinated work of the UNCT and UN Women's leadership role were highly praised by all sides. As the technical advisor, UN Women contributed to the work of the UNCT Prevention of Sexual Exploitation and Abuse (PSEA) group and provided valuable contributions on to the UNCT PSEA plan. In 2021 UNCT submitted two reports to UN treaty bodies: HRC and CEDAW. Both reports were developed under the UN Women leadership and reflected country priorities and UNCT point of view/recommendations. Remarkably, the CPM has been invited to make a statement at the Universal Periodic Review in February 2022. At UN Women initiative, the Joint Communication Plans were developed and implemented by UNCT joint programmes - SDG and PBF/EYPT UN Women, through GTG coordinated commemoration of the IWD, conducting 16 Days campaign, Climate Change Day, other joint events. UN Women substantially contributed to the work of two platforms: GTG FaceBook Page and Choykhona informal UNCT platform on development issues. UN Women was a valuable member of the Operations Management Team (OMT), Youth, HIV, and Communication Groups; major portion of activities of these groups have been initiated/implemented by UN Women. UN Women has contributed to the UNCT Business Operations Strategy (BOS) development and was responsible for PSEA approach harmonization across the UNCT Contribution: UN Women’s leadership and coordination, UNCT's increased commitment and contribution to what GEEW and gender mainstreaming in UN system and beyond. Partners: UNCT and individual UN agencies, Government of Tajikistan, EU, Embassy of France, local CSOs, experts contributed by coordinating activities and participation in joint events and actions.
