UN Women contributed to the achievement of UNSDCF Outcome 3 by strengthening the institutional, regulatory, statistical, and territorial foundations for more inclusive, transparent, and accountable public policies in Senegal. Strategic support to the national gender machinery, notably the Directorate for Gender Equity and Equality (DEEG), strengthened coordination, monitoring, and the institutionalization of the National Strategy for Gender Equity and Equality (SNEEG) across sectoral policies. This enabled a more systematic integration of gender equality considerations into public action. In parallel, UN Women supported key reforms within the national statistical system, including the revision of the Statistical Law mandating sex-disaggregation of all official statistics, as well as long-term capacity development for the production, analysis, and use of gender statistics. These advances enhanced transparency, accountability, and evidence-based policymaking. The effective use of gender data by national institutions further demonstrates this contribution. The 2024 Senegal Extractive Industries Transparency Initiative (EITI) Report drew on the WIM Gender Index to document women’s situation in the mining sector for the first time in a systematic manner. In addition, the Ministry of Family, Solidarity and Gender Equality used findings from the 2024 National Survey on Violence Against Women to establish the national baseline informing its sectoral policy letter. Finally, UN Women’s normative and coordination support to the Women, Peace and Security agenda, combined with the planned territorial operationalization of the National Action Plan in Tambacounda and Kédougou through the Senegal–Mali cross-border project, contributes to translating national commitments into functional local mechanisms for prevention, coordination, and accountability. These efforts strengthen community resilience and promote more equitable access to natural resources and public services, particularly in border areas.

Inclusive and transparent public policies, when well designed and implemented, can effectively enable people to be more resilient and gain equitable access to natural resources and public services. Transparency and inclusiveness of decisions will lead to better management of resources, fairer distribution of services and better preparation for future challenges. The support of UN Women with its partners and UNCT to provide a national action plan to promote the presence and leadership of women in public bodies at the national and local levels, support for Senegal's participation in the meeting of WPS focal points for capacity building, capacity building of actors at the local level for women's participation in the promotion of peace and fight against violence, support for the Women Count programme for gender statistics contribute significantly to the achievement of the outcome.
