    Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women's empowerment

    The implementation of this output cluster is on track. Under the coordination and guidance of UN Women, the following results were attained: The UNCT successfully conducted its second UNCT-SWAP Gender Equality Scorecard assessment (the report is attached). The results and findings of the assessment will be used to inform UNCT programming and mainstreaming gender into the new 2023–2027 UN Sustainable Development Cooperation Framework (UNSDCF). UN Women led the exercise in close collaboration with the RCO and with the active engagement of the UN GTG. A s the GTG Chair, UN Women has focused on strengthening UN coordination on GEWE as well as on providing demand-driven capacity development for the members of the GTG. In close cooperation with the UN Women Training Centre, a pilot training for GTG members on “Transformative Approaches to gender equality” was developed and delivered to enhance common understanding of the concept and translate it to programmatic actions. In addition, to support effective UN coordination with national partners, UN Women invited the Government Commission for Gender Equality Policy to GTG meetings to present the Government’s GEWE priorities to the gender focal points. Both initiatives have been highly appreciated and provided new opportunities for several agencies to effectively coordinate support for national partners. A s a member of the UNCT Human Rights Thematic Group, UN Women provided inputs for gender mainstreaming to the following: Joint submission for the 133th session of the Human Rights Committee on the realization of Ukraine’s obligations under the International Covenant on Civil and Political Rights (ICCPR), through which UN Women highlighted key g ender equality and women’s rights concerns (summary of issues attached) D raft law “ On the Foundations of State Policy for the Transition Period” (available here ), providing expert contributions highlighting the need to align the definition of transitional justice with the international standards UN Women made considerable efforts to mainstream GEWE across the CCA (finalized in the first quarter of 2021 and updated at the end of the year) (attached) and contributed to the formulation of the joint Outcome Statements and gender-specific Outputs and Indicators for the new UNSDCF (2023–2027).

    Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women's empowerment

    As part of its coordination mandate, UN Women led the process of preparation of the its joint submission [1] to the Committee on the Elimination of Discrimination against Women for its review of the 9 th periodic report of Ukraine at the 83 rd session (September 2022), as well as officially presented it to the CEDAW Committee (in October 2022). The advance unedited version of the concluding observations were adopted by the Committee. 23 recommendations reflect concerns and proposals expressed in the UNCT submission (comparative analysis is attached). As co-chair of the Sub-Group on Gender Equality in Humanitarian Action (GiHA SG) and observer member of the Humanitarian Country Team, UN Women has contributed to: The Ukraine Flash Appeal planning process by disseminating evidence generated from the Rapid Gender Assessments facilitated by UN Women and CARE. Gendered inputs into the cluster-led Humanitarian Needs Overview for 2023, with a standalone section on intersectionality of gender and diversity, and integrated gendered inputs into the 2023 Humanitarian Response Plan. Facilitation of a platform for direct engagement of local women’s civil society organizations with the UN Humanitarian Coordinator in Ukraine. Capacity development of humanitarian actors on GiHA (training on ‘Gender in the Humanitarian Programme Cycle’ (May 2022), ‘Gender Assessment’ (July 2022) ‘Gender Analysis’ (August 2022). To address the impact of the sexual violence in conflict in Ukraine UN Women joined efforts with other UN agencies on the following: - UN Women, UNODC, IOM, UNDP, WHO and UNFPA submitted a joint project on “Strengthening national and community-based CRSV prevention and response mechanisms in Ukraine through a survivor-centered multi-sectoral approach” to the UN Action Secretariat. Through this process, a number of consultations have been jointly held with relevant Government institutions, in particular with the Interagency Working Group on CRSV Prevention and Response, the Commissioner Commissioner for Gender Equality Policy, Ministry of Social Policy, the National Social Service of Ukraine, the Office of the Deputy Prime Minister for the European and Euro-Atlantic Integration, and the Ministry of Health. Prior to this, UN Women, UNFPA, IOM and UNFPA jointly submitted another proposal to UN Action MPTF - on Preventing and Addressing Conflict-Related Sexual Violence (CRSV) and Promoting Remedies and Reparations for Survivors in Ukraine. - UN Women and UNFPA jointly supported the Government with review and expert contributions to the Plan for the implementation of the Framework of cooperation between the Government of Ukraine and the United Nations in prevention of and response to conflict-related sexual violence [2] . - As a member of the UNCT Human Rights Thematic Group, UN Women provided inputs into the annual Report of the Secretary General on Conflict-Related Sexual Violence In addition, UN Women advocated for and contributed to the formulation of the joint Strategic Priorities, Results and indicators of the UN T ransitional Framework (2022 – 2023). [1] This submission is based on contributions from the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), the United Nations Development Programme (UNDP), the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU), the International Organization for Migration (IOM), the United Nations Children’s Fund (UNICEF) and the United Nations Population Fund (UNFPA).
