Staff more efficiently and effectively discharge all business processes that advance integrated delivery of UN Women's mandate at HQ, Regional and Country levels, including through shared programming as a result of several key activities taken during 2024. Specifically, ROAS: 1) Institutionalized the general service tracker to track signatures to further streamline requests for RO management. 2) Trained X staff on procurement and operations. 3) Hired surge support for operations related to humanitarian crisis in Gaza and Lebanon. 4) Established operations clinics on a weekly basis to unlock operational bottlenecks.

The Arab States Regional Office actively contributed to the development of the UN Women Strategic Plan (SP) 2026–2029. Feedback and contributions were acknowledged in the first SP newsletter (26 June 2025), which highlighted the region’s role in shaping the draft Strategic Plan Narrative and Integrated Results and Resources Framework (IRRF) through workshops, internal discussions, and regional dialogues. The region was represented in the SP Core Group through the DRD and contributed to the final narrative submitted for translation and review by the Executive Director. Participation in key consultative meetings included the Informal Briefing on 28 May and the Annual Session on 18 June. At technical level the ROAS data team played a critical role in IRRF development The Regional Office developed the Strategic Note (SN) 2026-2029, coordinating internal reviews and validation of the SN package as outlined in the HQ and RO SN development timeline. Strategic foresight was piloted during the Senior Leadership Meeting (SLM) retreat, with two in-person sessions supported by thematic leads’ data and trends inputs. The region also contributed to the Strategic Monitoring process, with feedback emphasizing the importance of showcasing the Regional Office’s support to Country Offices.The Arab States region was the only one to include civil society and private sector stakeholders in the consultation process, reinforcing a commitment to inclusive and locally informed planning. The SN and all annexes were submitted within agreed timelines and approved by the DEDs in December 2025. Following approvals, the RO also developed the BWP 2026/27 using the newly launched PRISM platform and provided technical support to the COs in alignment of their BWP/WPs to the new Strategic plan. Additionally, support to UNCT included UN Women ROAS droving systemic progress on gender equality across the Arab States region, strengthening UNCT capacity to meet international standards (BDPfA, SDGs) and the principle of Leaving No One Behind. Through strengthened UN coordination, regional coalitions, and strategic partnerships, ROAS advanced institutional gender mainstreaming and accountability mechanisms, notably the UNCT-SWAP Gender Equality Scorecard (GES) and the UN System-Wide Gender Equality Acceleration Plan (UNSW-GEAP). In a regional first, 14 GES reports were submitted, including first-ever comprehensive reviews for Yemen and Kuwait, signaling stronger ownership at RC/UNCT level and enhanced reporting capacity amongst UN Women COs, RCOs and Gender Theme Groups. Regional capacity-building initiatives, including a three-day gender mainstreaming training and targeted briefings, catalyzed national-level actions in Yemen and Morocco, with other CO/UNCTs to implement actions in 2026. All evaluations conducted during the year recieved a good and very good rating according to the UN Women GEERAS rating scores. Iraq CPE (Very good) ROAS SN evaluation (Very good) and Final evaluation of the programme aiming at strengthening gender-responsive budgeting in Morocco (Good).

As per output level reports critical support to CO's was provided towards the development and measurement of results/resilience in humanitarin work across the region through the LEAP programme and the unique Gender Responsive Resilience Index. A new programme on social norms was defined/ engaging men and boys. WPP work has been streamlined through a regional programme of engagement delineating UN-Women's niche in the region. A regional Arab States GenTRACK dashboard has been developed, for launch in 2023 (Q1) and the outcomes of the CSW 66 process have delineated member states support to WEE, surging WLFP in key sectors. Critical evaluations (on engaging men and boys) have been conducyed or started (WEE), which are informing scaled, more focused programmes (dare to care) for the region. WEE programme has been refocies towards surgin WLFP in the region, with critical business models established for Jordan, Morocco and Egypt in first instance in 2022. The IBC on Gender Justice has focused its wokr on WEE and EVAW in 2022, towards scaling the UN's impact on WLFPR and EVAW in particular.

ROAS has discharged its functinal support to advance programming in the area of WEE, with analysis and indepth support provided to programme development in Morocco, Egypt and Jordan. Oversight on operations remains solid, as per QCBR results. data and results management has improved with tehe stablishemdn of a team and surther development of TrackIT and Gentrack. WPP and EVAW support provided, with empahsis on Iraq, Jordan and Lebanon
