In the implementation of the 1325 Agenda in the Central African Republic, UN Women has actively works to integrate a gender perspective into the defense and security sector by contributing to the incorporation of gender in the policies, programs, and practices of these sectors to ensure that they take into account the specific needs, perspectives, and experiences of women. To achieve this, UN Women CAR has undertaken several actions to promote women, peace, and security among military actors in collaboration with the Ministry of Defense of the Central African Republic, through its General Secretariat in charge of the living conditions of military personnel. UN Women has contributed to the creation of a new gender structure within the Ministry of Defense and to the development of its first action plan for 2025 during a workshop held on October 15, 2024, with the participation of officers and non-commissioned officers holding various command positions within the Ministry of National Defense and the General Staff of the Armed Forces. UN Women has supported the Ministry of National Defense and the General Staff of the Armed Forces in establishing a committee responsible for developing a directive on gender and combating Gender-Based Violence (GBV) within the Central African Armed Forces. Technical meetings, supported by UN Women with contributions from judicial experts on GBV and Sexual Exploitation and Abuse (SEA), aimed to shape the content of this directive. In December 2024, UN Women was requested by MINUSCA to provide technical support for capacity building of members of the defense and security forces (officers, non-commissioned officers, and enlisted personnel) on the importance of integrating gender within the defense and security forces for peace consolidation. Knowing that conflicts and crises affect men and women differently, by making the defense and security sector gender-sensitive, UN Women not only contributes to improving the protection mechanisms for women but also strengthens overall peace and security by ensuring a more inclusive and equitable response to security challenges in CAR.

Currently in the Central African Republic, despite the peace agreements, pockets of violence persist, fueled by armed groups; national reconciliation initiatives (community dialogues, truth commissions) exist, but their impact remains limited, and institutional reforms for good governance are underway, yet citizen participation and transparency remain weak. UN Women acts as a catalyst for the CAR to achieve its 2027 vision: consolidated peace, effective national reconciliation, and inclusive governance where women are full participants and beneficiaries. Main actions: - Peace consolidation: implementation of the PBF project (2025–2027) to strengthen the role of women's organizations in conflict prevention and management. - National reconciliation: inclusion of women in truth and reconciliation commissions, support for intercommunal dialogues, and social cohesion initiatives. - Inclusive governance: advocacy for the implementation of the parity law, leadership training, and political participation of women. Gender-sensitive approach: systematic integration of gender into public policies and governance programs. Partnerships and coordination: collaboration with UN agencies, the African Union, and civil society for concerted action. Expected impact by 2027: - Increased participation of women in governance bodies and peace processes. - Reduction of community violence through the involvement of women's organizations. - Strengthening of social cohesion and national reconciliation. - More inclusive, accountable, and effective governance, addressing the needs of women and girls.

UN Women has continued its support to the peace process in CAR, including through the support to the implementation of the National Action Plan on Resolution 1325. The third NAP R1325 is under elaboration and will be finalized in 2024.
