    The output has been partially achieved. In 2023, following the request of the Chair of the Committee on the Elimination of Discrimination against Women CEDAW to the UN Resident Coordinator in Kyrgyzstan, UN Women took a lead to provide a brief update on the follow-up report provided by Kyrgyzstan (CEDAW/C/KGZ/FCO/5), which was assessed at the 86th session of the Committee in October 2023. UN Women’s efforts in collection of inputs, discussion among the agencies engaged and final brief drafting process resulted in the production of the high-quality report around the themes specified in the report: (1) on addressing the barriers to women’s and girls’ access to justice, including by ensuring that all women and girls have effective access to affordable or if required free legal assistance, (2) including by reviewing the Act on Guaranteed State Legal Aid; (2) adopting temporary special measures, as a necessary strategy to accelerate the achievement of substantive equality between women and men in all areas of the Convention in which women are underrepresented or disadvantaged, in both the public and private sec tors, especially at the decision-making level, and with particular attention to women belonging to ethnic minority groups, women with disabilities and older women; (3) on recommendation to pursue its efforts to prevent, protect and assist victims, as well as to prosecute and adequately punish perpetrators, of bride kidnapping; (4) and recommendation to remove any restrictions on the activities of women human rights defenders and create an enabling environment to promote their participation in political and public life, including by ensuring their protection from gender-based violence and reprisals.     Effective normative, programmatic and coordination products, services and processes

    UN Women’s normative mandate was effectively demonstrated through its leadership in facilitating the national 30-year review of the implementation of the Beijing Platform for Action (BPfA). The BPfA comprehensive review process produced a national report that captured the voices and priorities of a wide range of partners, including government agencies, CSOs, and international organizations. This review identified key priority areas for action, assessed progress, and highlighted emerging challenges. Its actionable recommendations directly informed the development of two critical national documents: the National Action Plan on Gender Equality (2025–2027) and the National Action Plan on UNSCR 1325 (2025–2027) . Additionally, the care economy analysis supported by UN Women led to the inclusion of childcare vouchers, addressing one of the pressing challenges in women's economic empowerment. UN Women jointly with the Ministry of Labour, Social Welfare, and Migration (MLSWM) and its inter-ministerial working group, led the national 30-year review of the BPfA, ensuring alignment with international methodologies and best practices by providing expertise on thematic areas and facilitating knowledge exchange. The report that was developed as the result is enclosed. Also, UN Women led the coordination of the “16 Days of Activism to End Violence Against Women” campaign, uniting efforts of government, civil society, international organizations, the private sector, media, and academia. Following a key meeting of the Gender Council, UN Women provided a platform for partner initiatives, including a girls’ football tournament with UNFPA to challenge social norms, private sector dialogues on PSEA, and university lectures. UN Women also developed a joint localized concept and communications strategy, culminating in the People’s Assembly (Kurultai), where the President declared violence against women unacceptable and called for institutional action. UN Women played a central role in coordinating the following transformative initiatives and processes in 2024, ensuring the meaningful participation of relevant UN agencies: - Monitoring of the 1325 National Action Plan (2022–2024) with UNDP; - Beijing+30 National Review Process with UNDP and UNICEF; - Human Rights National Consultations and CEDAW 45th Anniversary with OHCHR and GTG; - Legislative advocacy coordination inputs on domestic violence protection and family code revisions with UNODC, UNDP and UNFPA; - National Action Plan on Gender Equality Strategy 2025–2027 in finalization process with UN GTG;

    In 2025, UN Women CO effectively leveraged its triple mandate in an integrated manner to advance gender equality and women’s empowerment across national and global platforms. The CO facilitated Kyrgyzstan’s engagement in global normative processes by preparing the Head of Delegation for the CSW69 Session in New York, ensuring alignment with Beijing+30 priorities. Later, during the High-Level Political Forum (HLPF) at UNGA 80, UN Women supported the country in making commitments under three actions of the Beijing Action Agenda, reinforcing accountability both at the international and national level. Following the return of the Kyrgyz CSO delegation, UN Women joined the Embassy of China and the CSOs in the reflection meeting to plan for the follow-up on the Beijing conference outcomes and action points.
