    Enhanced quality of programmes through knowledge, innovation, RBM & evaluation

    Timor Leste country office conducted a session to all UN Women staff focusing more on RBM during a 3-day retreat. The objectives of the learning include the rational and mechanism of using the system, the definition, and its principles of the UN Development Group. This interactive session triggered some positive reaction/response from all staff indicating their improved understanding and awareness of the importance of the system and enhancing their confidence to provide more accurate inputs for reporting with more quality. Following the capacity building conducted during the country office 3-day retreat, the Monitoring and Reporting Analyst has closely liaised with programme, communication, and operation teams to plan, revise, and submit every quarterly reports with correct supporting documents in a timely manner. The liaison included timeline (schedules) for the reporting, starting from the final draft provided by each team under DRRF and OEEF, revision by M&R Analyst and HoO, and the submission to RMS by each responsible person from each programme team.

    In 2025, UN Women Timor-Leste strengthened its internal capacity for effective programme management, building on the creation of the Planning, Monitoring, and Reporting Analyst position in 2024. The Country Portfolio Evaluation confirmed the effectiveness and relevance of the office’s interventions, highlighting key contributions to advancing gender equality and women’s empowerment across UN Women’s triple mandate. The Strategic Note continued to align with national and international priorities, providing a relevant framework for advancing gender equality and women’s empowerment. To maintain credibility and relevance, the Country Office will focus on translating normative and policy progress into sustainable results for women and girls in all their diversity. Programme quality was further enhanced through strengthened reporting mechanisms and structured processes introduced in 2024, enabling deeper quality assurance by senior management and more efficient preparation and review of reporting inputs. These improvements have supported evidence-based decision-making, accountability, and continuous learning across the Country Office portfolio.

For instance the evaluation found that UN Women has made key contributions to advancing gender equality and women’s empowerment in Timor-Leste across its triple mandate. The Strategic Note has been relevant and aligned with key national and international priorities for advancing gender equality and women’s empowerment. Moving forward, the Country Office must translate normative progress into sustainable results for women and girls in all their diversity to maintain credibility and relevance. In 2024, the Country Office’s reporting mechanism has been strengthened through the introduction of structured processes, which have allowed for deeper quality assurance by senior management. In 2024, the Country Office focussed on substantive support to all colleagues while developing reporting inputs so that time and effort taken for reviews can be reduced.

    The quarterly briefing conducted internally for staff at the UN Women TLCO has contributed to the improvement of quality of reporting. During quarterly 4, Monitoring and Reporting (M&R) Analyst shared some reflection s on the result improvement regarding preparation, planning, revision and submission of the previous quarterly 2 and 3 reports which were then submitted to ROAP via RMS. The result showed that UN Women staff have become more responsible in meeting the deadline of the reporting and have become more familiar with RMS and were able to upload information reporting on their own in a timely manner. Consequently, this mechanism continues to be in place especially in a preparation for CO quarterly 4 report and the narrative annual report.
