In 2023, UN Women continued to ensure effective multisectoral coordination through the coordination groups it leads, including the Security and Gender Group (SGG), the Results Group 5 (previously Gender Theme Group), UN Kosovo Team Communications Group, as well as ensuring that gender is mainstreamed in all other UNSDCF Results Groups, Rule of Law Group, Human Rights Group, Immigration Group, PSEA Group, ensuring gender-mainstreaming. In a letter sent in 2023, the Under-Secretary-General and UN Women Executive Director, Ms. Sima Bahous congratulated UNKT for meeting / exceeding gender mainstreaming minimum requirements for all 15 SWAP performance indicators. UN Women leads this process jointly with UNDCO, further strengthening its coordination and gender mainstreaming approach, The multi-stakeholder Security and Gender Group (SGG) chaired by UN Women and composed by the donor community, women’s organizations, civil-society organizations, international organizations, UN Agencies, and Kosovo Institutions, advocated for several policy changes in Kosovo mostly related to gender-based violence, as well as issuing joint statements on relevant issues concerning GEWE. The SGG meets on a monthly or bi-monthly basis to discuss gender-related issues. The SGG allows for a multisectoral approach towards preventing violence against women and involves health and social services actors, legal, human rights, and security sectors, and the community. The UN Women chaired UNKT CF Thematic Group Results Group V (previously Gender Theme Group) allowed for joint and impactful coordination UN Coordination on pressing issues as well as UNKT advocacy. This approach helped advance Cooperation Framework priorities and effective coordination on gender-related issues. Further, joint UNKT advocacy efforts were strengthened through the UN Women chaired UNKT Communications Group. This group served as a venue for coordinating joint efforts during UN International Advocacy Days, 16 Days of Activism against Gender-Based Violence, Girl Child Day, Women's Empowerment in the Media, as well as raising awareness on all forms of violence against women through a coordinated approach. Through leveraging its coordination mandate, UN Women ensured that gender-sensitive inputs are provided to different Kosovo strategic documents which were being drafted during the reporting period. UN Women has provided technical support to the Ministry of Justice in drafting the National Strategy against Domestic Violence, the National Protocol for Treatment of Sexual Violence Cases, as well as the support to the Kosovo Parliamentary Commission for drafting the recently adopted Law on Protection from DV/GBV. All of these documents are in line with the Istanbul Convention. Further, UN Women has provided recommendations for the Labour Law, mainly focusing on prevention of sexual harassment in the workplace. Finally, as part of the regional Transformative Financing UN Women programme, support has been provided to the Government in relation to the Budget Law, Gender Responsive Law on Procurement , Gender Responsive Budgeting Normative Legal Act. The SGG issues joint statements with clear recommendations to Kosovo Institutions. These statements are sent to the media and publishes those on social media. During the reporting period there were three joint statements published, two on cases of femicide and one on a sexual violence case. This group served as a venue for coordinating joint efforts during UN International Advocacy Days, 16 Days of Activism against Gender-Based Violence,Girl Child Day, Women's Empowerment in the Media, as well as raising awareness on all forms of violence against women through a coordinated approach. Through leveraging its coordination mandate, UN Women ensured that gender-sensitive inputs are provided to different Kosovo strategic documents which were being drafted during the reporting period. UN Kosovo Team jointly provided inputs to the national strategic framework on Ending Violence against Women including the National Strategy against Domestic Violence, the National Protocol for treatment of Sexual Violence cases, and the Law against Domestic Violence. The UNSDCF2021–2025 for Kosovo has five strategic priorities (1) accountable governance; (2) inclusive and non-discriminatory social policies and services; (3) resilient, sustainable and inclusive economic development; and (4) social cohesion and relevant to each of these priority areas there is a cross-cutting theme as the fifth priority, (5) increased gender equality and rights-holders’ participation, empowerment, and civic engagement) and five accompanying outcomes. In the past 14 out of 15 SWAP indicators were achieved by UNKT with the support of UN Women, making UNKT one of the leading Country Teams in the region in terms of UNCT-SWAP GE performance. In 2022 UN Women in close cooperation with UNDCO submitted the Kosovo UNCT-SWAP Annual Kosovo progress report for review covering 2021-2022. Quality assurance and finalization has been achieved through consultations with HQ and bi-lateral meetings. The UN Women Kosovo office continues its resource mobilization efforts including through strategic dialogue with donors. The office delivery rate is 96.66%.

In 2025, UN Women Kosovo strengthened multi-stakeholder coordination and advocacy for gender equality within the UN system and across national partners, including through its leadership roles in the Security and Gender Group (SGG) and Results Group 5 on Gender Equality and Women’s Empowerment (GEWE), while actively promoting gender mainstreaming across all UN Kosovo Team (UNKT) Results Groups and thematic coordination mechanisms, including Rule of Law, Human Rights, Immigration, and PSEA groups. UN Women played a key role in ensuring robust gender analysis in the development of the Common Country Analysis (CCA) and the new UNKT Strategic Plan / Cooperation Framework 2026–2030. Through technical inputs, provision of gender data and analysis, and normative guidance aligned with global gender equality standards, UN Women supported the integration of gender perspectives across strategic priorities and outcomes. The Head of Office actively advocated within the UNKT for the importance of meeting UN gender equality and women’s empowerment standards during the design of the new Strategic Plan, contributing to stronger institutional commitment to gender-responsive programming. Through its leadership of Results Group 5, UN Women also coordinated the review and consolidation of gender-related inputs across UN agencies, ensuring consistent and substantive GEWE integration in key strategic documents. In addition, UN Women facilitated engagement between the UNKT, the Agency for Gender Equality (AGE), and women’s civil society organizations, enabling their perspectives and expertise to inform the CCA and Cooperation Framework development processes. Through regular convening of the SGG, UN Women facilitated joint action and dialogue among donors, women’s organizations, civil society, UN agencies, and Kosovo institutions. This resulted in the issuance of five joint statements that raised public awareness and catalyzed policy discussions on gender equality and women’s empowerment. The SGG’s five joint statements addressed critical issues, including equal representation in political discourse, protection for women, violence against women in politics, nomination of women candidates, and condemnation of sexist language. These statements were widely disseminated through media and social channels, amplifying their reach and impact. The SGG’s multisectoral approach engaged actors from health, social services, legal, human rights, and security sectors, contributing to more coordinated prevention and response to violence against women. In parallel, UN Women led the development and roll-out of the first system-wide Gender Parity Strategy for the UNKT, informed by the Gender Equality Acceleration Plan (GEAP) and the UNCT-SWAP Gender Equality Scorecard. The strategy sets out concrete, time-bound actions under four pillars—representation, talent management, organizational culture, and accountability—addressing persistent gaps in gender representation, particularly at mid-level and leadership positions. To further strengthen accountability for gender equality results, Gender Equality Marker (GEM) training was delivered across UNKT agencies, enhancing staff capacity to track, report, and allocate resources for gender-responsive programming. Through these coordination, advocacy, and capacity-building efforts, UN Women contributed to stronger institutional commitment to gender equality within the UN system and supported more systematic integration of gender perspectives in national and UN strategic planning processes. These efforts ultimately contributed to progress toward SDG 5 (Gender Equality) and strengthened institutional accountability for advancing gender equality in Kosovo.

The multi-stakeholder Security and Gender Group (SGG) chaired by UN Women and composed by the donor community, women’s organizations, civil-society organizations, international organizations, UN Agencies, and Kosovo Institutions, continued to meet regularly to discuss issues around GEWE and issued joint statements on relevant issues concerning GEWE. During the reporting period, the SGG issued five joint statements. The five statements covered a range of topics, such as issuing recommendations on femicide as threeof the statements dealt with femicide cases, one statement condemned the discriminatory language towards a woman politician, while another statement condemned the inclusion of an alleged domestic violence perpetrator on national TV. All statements are sent out to the media and published on UN Women social media which are then further disseminated by SGG partners.
