During the reporting year, the Libya CO upheld its accountability and turstworthiness by ensuring effective and robust results-based management, financial management controls, internal and external transparency of financial data, timely and accurate donor reporting, responsive and secure information systems, environmental sustainability and a reduced carbon footprint, and physical security. UN Women has an excellent reputation and the position of one of few resident agencies operating inside Libya through leveraging of regular resources. Despite challenges on the ground due to increasing resistance from conservative groups, women’s needs and voices are being placed in the centre of Libya’s reconciliation processes, through UN Women key role in ensuring this. Women’s empowerment was duly mainstreamed throughout UN Women key role in the new United Nations Sustainable Development Cooperation Framework 2023-2025, including as the co-chair of Pillar 1 (Peace and Governance). International support for women in Libya has been leveraged through UN Women’s capitalisation on its normative and advocacy mandate. UN Women also leveraged its triple mandate to support coordination on women’s empowerment in Libya by chairing the Women’s empowerment working group (GTG) and supporting the accountability framework for UNCT on Women’s empowerment. UN partners showed their support by joining and leading campaigns, for example during the ‘16 days of activism.’ The CO received funding from several donors (Finland, Norway, France, Germany, and UK) to implement various programmes in WPS, WPPL and EVAW, covering programme, administrative and operational costs. Financial reporting to those donors and reporting on budget and resources allocations to HQ have been completed on time and in line with corporate rules and regulations. Furthermore, these funds were properly managed in line with its programmatic ambitions and fiduciary obligations with respective program teams and responded to the identified needs.

In 2025, the Libya Country Office maintained strong performance in corporate compliance, accountability, and donor stewardship despite a highly challenging operational context. All donor reporting obligations were met in full and on time, achieving a 100 per cent submission rate. This reflects strengthened internal coordination and effective monitoring of reporting timelines. No direct feedback from Member States was received at country level during the reporting year. However, there were no indications of concerns or unmet expectations. Delivery performance remained resilient under difficult circumstances. The overall delivery rate reached approximately 91 per cent, while the implementation rate for other resources stood at 69 per cent. Implementation was significantly affected by ongoing insecurity, divided governance structures, and a weak rule of law environment. Operational constraints, particularly in Eastern and Southern Libya, required additional coordination, security clearances, and negotiations with multiple authorities, resulting in delays and limiting equitable geographic reach. These contextual challenges constrained field presence and partner engagement, particularly for women and girls most in need. From a risk and compliance perspective, the Office remained fully aligned with corporate standards. The Libya CO was 100 per cent compliant with the Enterprise Risk Management (ERM) policy and framework, and fully compliant with Business Continuity and Crisis Management requirements (BCCMA). No audit was conducted in 2025; therefore, no audit findings or related recommendations were issued, and no follow-up actions were required. Overall, the Libya Country Office demonstrated strong accountability, compliance, and risk management while continuing to deliver results in a complex and fragile operating environment.

The CCO ensured the timely planning, monitoring and reporting of regular and non-regular resources during the reporting period. That was achieved through regular oversight from management, with technical support provided by operations and regular requests for inputs from programme colleagues on implementing the non-core budget.
