    Summary of country programme

    UN Women’s Senegal Strategic Note 2024–2028 addresses structural gender inequalities, climate vulnerabilities and violence against women. Active nationwide, including in Casamance and peri-urban areas, it aims to advance women’s rights, economic inclusion, and gender-responsive governance and services.

    Key priorities include women’s economic empowerment, leadership in governance and peacebuilding, elimination of gender-based violence and improved access to social protection. The programme emphasizes local engagement in regions including Kaffrine and Kaolack. It applies approaches such as gender-responsive procurement, data-driven advocacy, unpaid care work reforms and the strengthening of decentralized public services for marginalized women.

    UN Women partners with government ministries, civil society organizations, UN entities and private sector actors such as the Mastercard Foundation and BNP Paribas. Strategic Note direct funding supports scaled-up feminist programming. Strategic coordination and joint programmes deepen sustainability and support gender statistics production as well as systemic reforms advancing gender equality across humanitarian, development and peace agendas.

    Advancing SDGs: UN Women's impact and key achievements
    In 2024 context of elections and significant political changes in Senegal, UNWomen pushed for rights and equality in the area of women's representation with its strategic partners ; the National Democratic Institute (NDI), The National commission of Human Rights, the National Observatory of Parity and influential women's rights organisations.
    During the anticipated legislative election, UN Women provided technical and finacial support to ensure women's participation as voters and as candidates; As a result, 69 women were elected out of 165 deputies; representing 41,82 %. Out of 69 women elected in the Parliament, 23 received direct support from UN Women and its partners.
    The coalition of strategic partners has played a fundamental role in raising awareness and supporting women candidates. They have also facilitated spaces for exchange between women politicians and civil society organizations (CSOs), to strengthening the legitimacy of women candidates and their access to essential resources. They have also created a space for dialogue to strengthen voters support, particularly among women, for female candidates, and by addressing issues such as female leadership, political violence and parity.
    UN Women's major achievement in 2024 was a significant step forward towards women's political empowerment, which is a central goal for sustainable development, enabling not only the strengthening of women's place in Senegalese politics, but also the promotion of their social, economic and political empowerment.
    Advancing SDGs: UN Women's impact and key achievements
    UN Women has helped set up an "Allo 116" hotline to alert, report and refer women and girls who are victims of violence. This initiative is part of the improvement of services and the strengthening of the institutional framework supported by the Ministry of Women's Affairs in collaboration with the protection sectors. This outcome contributes to improving the health and well-being of women and girls through the reduction of violence and harmful practices against women and girls.
    UN Women participated in the Regional Summit on Positive Masculinity hosted by Senegal in partnership with the African Union. This meeting made it possible to strengthen the involvement and participation of men in the various initiatives for the respect of women's rights, protection against all forms of violence and support for empowerment.
    At the political level, UN Women sensitized and trained the women of the Etu Jamm Women's Watch Platform as part of the electoral process regarding the local and legislative elections in partnership with UNDP and the National Gender Observatory, the Alliance for Migration, Leadership and Development. This project has contributed to a high political representation of women in the National Assembly, 44.2% (73 women out of 165) which now places Senegal in 4th place in Africa and 18th in the world, according to the Inter-Parliamentary Union (IPU) ranking on women's representation in national parliaments.
    The ONP has identified more than 80 cases of violation of the law on parity in communal councils, whose legal challenges have led to the revision of the local councils concerned. This is why women have become deputy mayors en masse (official figures not yet available). As far as nominative positions are concerned, women are still under-represented in decision-making spheres. As proof, the ministerial reshuffle of September 2022 reported 38 ministers, of whom only 8 were women. For the first time in Senegal's history, a woman has been appointed Minister of Economy, Planning and Cooperation.
    In 2023, thanks to the support of UN Women, 61 civil society actors and the National Statistical System (NSS) were equipped to set up a system for collecting, processing and analyzing data generated by citizens for the monitoring of the SDGs, in the departments of Ziguinchor, Bignona and Oussouye. Through the active participation of civil society (75%) and the data it produces, the level of SDG intelligence will be improved.
    As part of women's economic empowerment, UN Women supported the Ministry of Women and Family to commit to reforms to recognize, reduce and redistribute women's unpaid care work. 47 national actors, including sectoral ministries, local and national elected parliamentarians, technical and financial partners, took part in the national dialogue on reforms.
