Advancing partnerships and resourcing: Effectively influencing for impact and scale

In 2023, the partnership portfolio and communications and advocacy capability of UN Women were further advanced in support of increased support and financing for gender equality and women’s empowerment in Nepal while ensuring sustainable resourcing for UN Women’s triple mandate. This was evidenced by the followings:
Approximately more than 60,000 people/key stakeholders were reached through several advocacy efforts/events, each addressing crucial themes like climate action, women's entrepreneurship, gender-based violence prevention, and advocacy for the LGBTIQ+ community. These events, focused on thematic diversity and inclusivity, attracted significant participation from diverse audiences both online and offline, highlighting UN Women's commitment to and success in promoting gender equality and empowerment across key issues.
UN Women established itself as a thought leader in gender issues, evidenced by the successful publication of three opinion editorials on key topics such as the "Care Economy" in national dailies. This achievement was facilitated through strategic partnerships with major media outlets, including AP1 Television, The Kathmandu Post, and Onlinekhabar. These collaborative efforts significantly enhanced UN Women's visibility and influence in the discourse on gender equality and women's empowerment.
UN Women's social media presence witnessed significant growth, with a 5.4 percent increase in Facebook followers and a 3.3 percent increase in Twitter followers, coupled with a significant 55.5 percent increase in Facebook reach. This growth, achieved organically without paid advertising, emphasizes the expanding public support for gender equality and demonstrates UN Women’s effective use of digital platforms to amplify its advocacy for gender equality and women's empowerment in Nepal.
The production of 16 knowledge publications and 14 impactful videos on the UN Women Asia Pacific YouTube Channel by the UN Women highlights its effective communication strategy in promoting gender-responsive justice and related topics. These achievements, complemented by UN Women's comprehensive communication services including editing, translation, and multimedia production, highlights a successful approach in creating and disseminating influential content that advances understanding and advocacy of gender equality issues.
Enhanced visibility for both UN Women and its key donors, such as the Government of Finland and the European Union, was achieved through strategic collaborations for events and communication products. This approach played a crucial role in securing sustainable resources for UN Women's mandate delivery, demonstrating the effectiveness of collaborative approaches in amplifying support and impact in gender equality initiatives.

UN Women 's strategic transformation of its business model has been marked by significant achievements in 2023, highlighting its commitment to delivering impact at scale through agile and ethical leadership, aligning closely with UN-Women programmes and grant-giving objectives.
UN Women realized substantial savings of USD 52,733 in 2023 through ten long-term agreements (LTAs), effectively reducing transaction costs. This is a testament to the office's strategic approach to financial management and efficiency. This was facilitated through UN Women’s active participation in the Operations Management Team (OMT) including the task forces on Finance, Procurement, Admin, Information Communications Technology, and Human Resources by providing technical insights that significantly enhanced coherence, common practices, and operational cost efficiency, particularly through improved utilization of UN common LTAs.
UN Women exhibited strong leadership in implementing the gender scorecard recommendations. This was highlighted by the analysis and presentation of diversity data of UN agencies, including gender parity and workforce diversity at various levels and comparison with the 2011 population census. The NCO's representation at the Regional Workshop on Gender Scorecard in September 2023, along with its status as one of the 4 UN agencies meeting gender parity among 21 in Nepal, emphasizes its dedicated commitment to gender parity and workforce diversityA total of 151 suppliers (35 females, 114 males, 2 persons with disabilities) enhanced their understanding and practice of UN procurement policies and procedures including the gender-responsive procurement practices. This was facilited through an Open House event on April 9, 2023, co-led by UN Women in the OMT Procurement Task Force. This initiative streamlined vendor knowledge management and updated the supplier database, including women-led businesses.
The organizational structure including the workflow of UN Women NCO was strengthened through a comprehensive 'Fit for Purpose' exercise. This dialogue critically evaluated the alignment of UN Women’s organizational structure, functions, and teams with strategic goals set in the Strategic Note and the United Nations Sustainable Development Cooperation Framework, while also capitalizing on upcoming opportunities.
Nurturing an empowered workforce and advancing an inclusive UN-Women culture
This output is on track with some progress. In 2023, UN Women Nepal Country Office (NCO) strengthened its Human Resources, reinforcing its status as an employer of choice, characterized by a unique and inclusive culture. This achievement aligns with the objective of promoting a diverse and high-performing cadre of personnel representing UN values. Key achievements include:
Enhanced self-directed leadership among 36 UN personnel (28 females, 6 males, 2 persons with disabilities) was achieved through 'Democratization of Leadership Training' in April 2023. Participants from various UN agencies, including UN Women personnel from Nepal, Bangladesh, and Pakistan, as well as UNRCO and UNDP, benefited from this regional capacity-building initiative. Tangible outcomes in team engagement, effectiveness, and productivity were reported, contributing significantly to the professional development of participants.
UN Women NCO's commitment to staff development was demonstrated by 100 percent completion of Performance Management Development and 86 percent personnel participating in career development and learning opportunities. This was further emphasized through the selection of 'Professional Development and Growth' as the theme for 2023 in response to the Global Staff Survey. This focus was reinforced by follow-up presentations and dedicated sessions. Informative sessions on job swaps and detailed assignments further enhanced the performance management culture. Additionally, mandatory training completion reached 100 percent among all personnel.
UN Women NCO's continued to remain as an organization of people representing diverse groups in Nepal, evidenced by a total 33 percent of the total personnel from excluded/under-represented groups. Further, the diversity strategy was advanced through leadership roles in initiatives like the 'Women on Wheels' project and the PSEA task force, including the recruitment of a PSEA coordinator. Moreover, the landmark recruitment of the only female ICT personnel among the UN Country Team Nepal, underscored UN Women NCO's dedication to promoting women in non-traditional sectors.
Continuation of duty of care initiatives was prioritized, with regular check-ins and counseling sessions on managing stress, anxiety, and mental health, facilitated by external consultants/stress counselors. This approach ensured the safety and motivation of personnel and partners in achieving program results
Effective normative, programmatic and coordination products, services and processes
This output is on track and significant progress has been made in 2023. The UN Women NCO’s programming efforts were further strengthened through the use of results-based management (RBM) standards and evaluation findings and recommendations. UN Women NCO’s implementing partners have enhanced their RBM capacity as evidenced by the RBM compliant performance monitoring frameworks (PMF) and results reports submitted by them. To this end, UN Women NCO conducted a refresher training on RBM focusing on its key principles and standards to be integrated throughout the project cycle. The post-test survey result indicated that 74% of participants demonstrated increased capacity in integrating RBM into programming. Further, six implementing partners of UN Women NCO developed PMFs of their respective projects ensuring its clear alignment with UN Women’s NCO’s Strategic Note results. The Endline Perception Study on Norms and Practices of Communities towards Women’s Economic Empowerment and Leadership was completed in the first quarter of 2023. The study explored and analyzed discriminatory social norms and harmful practices and associated perceptions that influence women’s economic empowerment and leadership. Findings of this study is expected to inform the design of NCO’s upcoming initiatives related to women’s economic empowerment and leadership. Further, key findings of the baseline study of measuring social norms through storytelling, generated insights and analysis on patterns of behaviour for a range of social norms, affirming discriminatory practices amongst women and girls. This has contributed to reassessment of the approach, leading to the redesign of the programme and training manual. The updated training manual now specifically addresses the most prevalent harmful norms identified by the research, emphasizing group reflections and actions aimed at fostering positive norm changes within the project locations.
The findings and lessons learned from evaluations were used to strengthen UN Women NCO’s proactive engagement and coordination with UN partners through joint programmes. In line with recommendation of the 2022 country portfolio evaluation and global end-term evaluation of the Joint Programme on Accelerating Progress towards the Economic Empowerment of Rural Women (JP RWEE) – Phase I, UN Women has taken several efforts to ensure greater synergies amongst participating UN organizations (PUNO) as well as the implementing partners in the ground for JP RWEE – Phase II. These include organizing regular follow up meetings among PUNO, joint monitoring visits, joint review and reflection meeting amongst implementing partners and delivering a joint induction package to all implementing partners. The targeting exercise to select geographic area and project participants was also jointly conducted by PUNOs under the leadership of UN Women. Further, a total of 19 out of 25 action points have been initiated/implemented in response to recommendations of the Country Portfolio Evaluation conducted in 2022.
