In 2025, UN Women Pakistan (PCO) transformed its business model, achieving 100% compliance with UN co-location requirements across federal and provincial levels—operating from common UN premises federally, co-located sub-offices in Khyber Pakhtunkhwa and Balochistan with sister agencies, and fully functional Punjab/Sindh operations with co-location negotiations nearing completion. These efficiencies strengthened inter-agency collaboration, reduced overheads, and accelerated programme delivery at scale. Operational agility advanced through systematic process improvements: a Human Resources (HR) Recruitment Strategy enhanced recruitment clarity, consistency, timeliness, workforce planning, and talent management, filling critical positions faster. Procurement plans overcame initial delays via proactive tracking, enabling effective implementation and strategic piggybacking on Long-Term Agreements (LTAs) that generated cost avoidance and superior value for money, directly optimizing resource allocation for gender equality impact. Full adherence to the Internal Control Framework and Delegation of Authority Policy ensured ethical leadership, risk mitigation, and accountability across operations, embedding a continuous improvement culture that scaled UN Women Pakistan's transformative delivery of women’s empowerment programmes nationwide

The output was achieved during the year. In response to the evolving global landscape and the imperative for heightened impact, UN Women has strategically undertaken a comprehensive business transformation initiative including a division of single large Ending Violence Against Women (EVAW) Portfolio into two covering normative and Access to Justice, roll out of PA Pool, enhancement of Women’s Political Participation (WPP) Programme to a full-fledged portfolio as well as introduction of Gender Financing and Financial Inclusion Programme. This initiative is designed to reshape our organizational structure, enhance operational efficiency, and amplify our impact at scale. Our commitment to agile and ethical leadership, deeply rooted in a culture of continuous improvement, underscores our dedication to delivering sustainable change in pursuit of gender equality.

To ensure effectively delivery, regular review on workflow and process was conducted to ensure smooth operation. An International Procurement Analyst was on board ensuring procurement planning and implementation were effectively executed. Progress was regularly reviewed by the Management Team to address issues and improve approach.
