UN Women’s contributions to strengthening products, services, and processes are demonstrated through effective performance management, mandatory trainings, evaluations, and gender parity support across the UN system. Annual Performance Management and Development Reviews: 100% of UN Women staff completed their reviews on time, ensuring accountability, alignment with organizational objectives, and continuous professional development. Mandatory Trainings: 100% of staff completed all 8 required courses, including: • PSEA – Prevention of Sexual Exploitation and Abuse • UN Women / I Know Gender – Gender Equality Awareness • Information Security Awareness • BSAFE – Security and Safety Awareness • Ethics and Integrity at the United Nations • Prevention of Sexual Harassment and Other Prohibited Conduct • Preventing Fraud and Corruption at the United Nations • Records and Information Management • United Nations Human Rights Responsibilities Joint and System-wide Evaluations: UN Women participated in the mid-term UNSDCF evaluation for Tajikistan (2023–2026) jointly with other UN Country Team members, contributing to evidence-based assessment of strategic priorities, including gender equality, human rights, and inclusive development. No independent system-wide evaluations were conducted during the reporting year. Gender Parity Support: In the context of the UNCT-SWAP Comprehensive Assessment , UN Women supported the hiring of an international consultant and worked with UNCT to develop a SWAP Action Plan . This plan includes Gender Parity Action Plans, the assignment of dedicated gender parity focal points, and formulation of gender parity strategies. These initiatives strengthen organizational processes to monitor, report, and advance gender parity, ensuring equitable representation across all levels of the UN workforce. These combined efforts illustrate UN Women’s commitment to improving organizational products, services, and processes through timely performance management, comprehensive training, evidence-based evaluation, and gender-responsive workforce practices

During the reporting period, 70 per cent of all evaluations were rated either "good or above good" during dest reviews in the reporting period. Result: Office has been a part of two (2) joint evaluations and one thematic evaluation, which proved its successes in programme implementation and identified areas for further improvement. Evidence: Youth for Peaceful Tajikistan - Based on the lessons learned from the YPT evaluation , Office contributed to the establishing and become a member of the UNCT Youth Group and developed a new joint proposal to the Peacebuilding Fund (final report available). Spotlight Programme in Tajikistan Thematic Assessment of the Pillar 6 - CSOs and Women's Movements . Notably, Spotlight Programme in Tajikistan was selected as one of the 10 countries - case study for the Thematic Assessment , that was launched in December 2022. It assessed Pillar 6 of the Spotlight Initiative, including contribution to the engagement of civil society, the implementation of ‘leaving no one behind’ principle and the movement building . The Thematic Assessment is completed, and the report is shared. Contribution : Programme and administrative/finance staff substantially contributed to these evaluations. About 8 UN entities, including IOM, UNHCR, UNDP, UNFPA, UNICEF, WFP, World Bank has received gender parity advice and technical assistance by UN-Women withing on-going projects and during GTGs in the reporting period.
Products, Services, Processes
In 2024, UN Women lead the UN Gender Theme Group (GTG) in Tajikistan, providing a platform for national stakeholders to coordinate gender-specific activities in Tajikistan. Through this UN GTG group, in 2024, UN Women provided assistance to the eight UN entities (UNRCO, UNFPA, UNICEF, UNDP, UNHCR, Wolrd Bank) participating.
