    Assuring an accountable organization through principled performance

    The Myanmar Country Office continued to apply an adaptive management approach to ensure effective programme and financial oversight in a complex and evolving operating environment. The office consistently used project management and budget utilization tools, complemented by regular monitoring and budget review meetings, to track delivery and respond promptly to implementation challenges. Bi-weekly meetings with thematic teams supported ongoing review of progress and timely course correction where needed. As part of its commitment to compliance and risk management, the Country Office supported preparations for partner audits, including three audits scheduled for Q3, and continued follow-up on legacy financial issues. During the reporting period, a long-standing financial finding related to an IRRI audit was addressed, with the outstanding refund from one partner completed in January 2026. A request for write-off of a separate legacy finding was also submitted, reflecting proactive management of historical risks. Building on system-wide risk management efforts, and following the Fraud Risk training facilitated by the Regional Operations Manager in December 2024, Risk Owners and Risk Focal Points within the Country Office jointly completed the Fraud Risk Assessment using the corporate Excel tool. This process resulted in the identification and assessment of 14 fraud risks across Human Resources, Project Management, and Partner Management , strengthening internal controls and risk awareness. The assessment has been submitted for HQ review, with feedback pending. Together, these measures strengthened the Country Office’s ability to monitor delivery, manage financial and operational risks, and maintain accountability in line with UN policies and adaptive management principles.

    Myanmar Country Office continues to practice an adaptive management approach to respond to the rapidly changing and complex crisis context in country . An important dimension or principled performance in this context is following UN guidelines for engagement and continuously reviewing our practices to ensure that we are consistently security-informed . In 2024 the office continued to adapt to the changes of the system from ATLAS to Quantum through effective participation in the trainings provided by RO . Continuing challenges with different reports providing different delivery and utilization data have been addressed by using other tools such as the payment monitoring tool specifically designed to enhance the ability to monitor payments, detect deficiencies, and support managers in making informed decisions and referring to the new Project Closure Report/Dashboard .
