Principled Performance
During the reporting period, UN Women Tajikistan maintained high standards of principled performance, ensuring accountability, transparency, and effective delivery of its mandate across regular and extra-budgetary resources. 1. Implementation rate for regular resources Regular resources were primarily utilized to sustain UN Women’s normative, coordination, and leadership functions , including the co-chairing of the UN Gender Theme Group (GTG), facilitation of the UNCT-SWAP Comprehensive Gender Equality Scorecard assessment, and development of the Country Gender Equality Profile (CGEP). Regular resources also supported national review and policy dialogue processes such as Beijing+30 , and government participation in CSW69 . Furthermore, UN Women used regular resources to facilitate three high-level forums under Tajikistan’s chairmanship of the Central Asian Women Leaders Caucus (CAWLC) , focused on Women, Peace and Security , Women in Glacier Preservation , and Women in Green and Digital Economy . These activities were implemented largely as planned and contributed to strengthened UN system coherence and accountability for gender equality , as well as increased engagement of state and non-state actors in advancing women’s empowerment. Additionally, UN Women supported numerous public institutions and civil society organizations across the country to organize and deliver advocacy events for the 16 Days of Activism Against Gender-Based Violence , aligned with the 2025 theme addressing digital violence against women and girls , further promoting awareness and action on critical issues. 2. Implementation rate for other (extra-budgetary) resources UN Women efficiently managed extra-budgetary resources to advance programmatic priorities. Key initiatives included: The Aligning Local Financing for SDGs Joint Programme with UNICEF (2024–2025, USD 100,000, supported by the SDG Fund), which strengthened the capacity of national and sub-national partners to apply Gender Responsive Budgeting (GRB) tools and integrate gender perspectives into planning, budgeting, and resource allocation. The Gender-Responsive Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) project (USD 25,000), which built institutional capacity at national and local levels to mainstream gender equality, disability inclusion, and community participation in disaster risk governance. The Assessment of Key Gender-Based Drivers and Root Causes of Violent Extremism in Tajikistan (USD 55,000, supported by the UN Women Policy and Security Division at HQ), currently pending government approval , after which it will be published on the UN Women website and distributed among stakeholders. The implementation of the US INL-supported Gender Capacity Building for Judges project was cancelled , which affected planned programme delivery. Despite this, the office successfully delivered all other extra-budgetary initiatives, ensuring continued impact and adherence to donor requirements. 3. Percentage of UN Joint Programmes with a focus on gender equality UN Women participated as a contributing agency in joint programmes focused on gender equality , including the Aligning SDGs Joint Programme with UNICEF . Through this initiative, UN Women enhanced multi-stakeholder coordination, strengthened capacities of government and local authorities, and promoted the systematic integration of gender perspectives into SDG planning and budgeting. This engagement reflects UN Women’s strategic role in UN joint programming to advance gender equality and women’s empowerment (GEWE) at national and sub-national levels. 4. Percentage of donor reports submitted on time During the reporting period, UN Women Tajikistan submitted 100% of donor reports on time , covering both regular and extra-budgetary projects, including the SDG Joint Programme, WPHF-supported projects, DRR project, and VE assessment. Reports complied with all donor requirements and provided detailed financial, narrative, and results-based information. Timely reporting strengthened donor confidence, transparency, and accountability, and facilitated evidence-based planning for ongoing and future initiatives. 5. Compliance with Business Continuity, Occupational Safety, and Health The office fully complied with UN policies on workplace safety, occupational health, and business continuity. Measures included regular safety briefings, maintenance of fire safety equipment, ergonomic workstation assessments, preventive measures for COVID-19 and other infectious diseases, and risk assessments of premises. Staff were provided guidance on safe office practices, with reporting mechanisms in place for any health or safety concerns. Corrective actions were implemented promptly, ensuring a secure and resilient working environment. Through consistent application of UN rules, timely donor reporting, prudent management of resources, adherence to workplace safety standards, and active engagement in multi-stakeholder processes, UN Women Tajikistan demonstrated principled performance. Regular and extra-budgetary resources were effectively utilized to strengthen the capacities of state and non-state actors, coordinate multi-stakeholder dialogue, and advance gender equality and women’s empowerment across national, sub-national, and community levels. Coordination efforts, including UN system-wide initiatives, joint programmes, and engagement with civil society, reinforced coherence, accountability, and sustainable impact of gender-responsive policies and programmes in Tajikistan.
Principled Performance
During the reporting period, UN Women achieved the target annual implementation rate for the regular resources. UN Women additionally achieved the target implementation rate for the other resource (over 95%) The office fully transitioned to Business Continuity and Crisis Management Application and achieved 100% compliance with all requirements, fulfilled all Occupational Safety and Health requirements detailed in Security and Safety Compliance Survey, and maintained an overall score of 100% with all of its components. All offices are compliant with Business continuity plans and processes Occupational Safety and Health. The office submitted all donor reports in time. UN Women participated in consolidation of 2022 UNCT Annual Results Report on sub-output, output and outcome levels. The report was later presented to the government in March 2023. In parallel, UN Women participated in reconvening of Results groups with the objective of formulating the 2023 Joint Workplans and submission of proposed sub-outputs directly in UN INFO.
Principled Performance
In 2024, UN Women Tajikistan has made significant efforts to comply with Business Continuity Plans and Processes, as well as Safety and Health requirement, notably by adopting a Crisis Response and Business Continuity Plan. Moreover, the majority of donor reports (7 out of 8) were submitted on time.
