    Advancing SDGs: UN Women's impact and key achievements
    In 2025, Thailand made significant progress in advancing gender equality and women’s empowerment by strengthening the legal frameworks that reinforce its commitments under the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Progress was evident in women, peace and security (WPS), ending violence against women (EVAW), and women economic empowerment.
    Advancing the WPS agenda, Thailand promulgated its first National Action Plan on Women, Peace and Security (NAP-WPS) on 5 November 2025 following the sustained technical support by UN Women, including a series of national and subnational policy dialogues, inter-agency coordination meetings, and targeted capacity-development for government institutions. as informal coordination and reference mechanisms to support localized implementation, monitoring, and feedback on the advancement of the WPS agenda. The NAP-WPS marks a structural shift in how the government approaches peace and security by institutionalizing women’s voices in security dialogues in conflict-affected border areas.
    Thailand also adopted its first National Action Plan on the Elimination of Violence Against Women (NAP-VAW), as a result of the national consultations on the ASEAN Regional Plan of Action on EVAW (2026-2035). The NAP-VAW strengthens the alignment of national policies and practices with ASEAN and international standards through a survivor-centred roadmap for prevention and response. With UN Women’s technical support and policy advocacy, legislative progress included: (i) CSO submission of a draft amendment to the Domestic Violence Victim Protection Act, and (ii) adoption of amendments to the Criminal Code addressing sexual violence and harassment; and (iii) parliamentary readings of a draft amendment to the Labour Act. Implemented with strategic partners— Promotion, Office of Attorney General, parliamentary committees and CSO networks—UN Women programmes have sustained engagement across legislative, institutional and normative dimensions to promote lasting change for women and girls.
    Thailand further advanced women’s economic empowerment by establishing an administrative framework that includes a national definition of women-led small and medium-sized enterprises (SMEs) to inform gender-responsive procurement advocacy. The framework enables appropriate indicators and consistent eligibility criteria, scope of support, and incentives to promote women-led SMEs. It also strengthens the women-owned SMEs database, guiding policies and measures that improve women entrepreneurs’ access to public and private sector support nationwide.
    Advancing SDGs: UN Women's impact and key achievements
    In 2024, UN Women Thailand's programme in partnership with line ministries, especially the key strategic partners i.e. the Ministry of Social Development and Human Security, Office of Small and Medium Enterprise Promotion (OSMEP) and Securities Exchange Commission (SEC) has led to the successfully advanced gender equality and women's empowerment (GEWE) and the localization of SDG 5, and SDG 16 as well as the contribution to the UNSDCF's outcome 3 through key thematic priorities, which respond to UN Women's three impact areas including (1) the development and application of gender equality and women's empowerment, and (2) women's increased economic opportunities, as follows:
    Women, Peace and Security (SDG 16): With the direct support of UN Women Thailand to localize Women Peace and Security agenda, the National Action Plan on Women Peace and Security was drafted and reviewed and endorsed by the Sub-Committee on Women Peace and Security and to be promulgated in 2025 to address both the traditional and other emerging security issue. In partnership with Civil Society Organisations in the area of prevention of human trafficking, UN Women contributes to the improvement of response and prevention mechanisms, ensuring that grassroots insights informed broader anti-trafficking strategies and fostering a gender-sensitive approach leading to more inclusive, nuanced, and effective anti-trafficking strategies that align with the UN "Leaving No One Behind" (LNOB) principle. Both WPS and trafficking projects are contributing to peace, justice and stronger institutions.
    Women’s Economic Empowerment (SDG 5): Under the Women’s Empowerment Principles (WEPs) and in partnership with multi-stakeholders, UN Women Thailand has highlighted market mechanism, in both public and private sectors, a driver to achieve women’s economic empowerment and advance gender equality. It has developed women entrepreneurs’ business skills, knowledge, and result in a marketplace of 170 women-owned/led businesses to scale up for their products’ capacity to business procurement value chain. The project plays a pivotal role in augmenting opportunities for women in managerial positions in the private sectors, including c-suite roles, board of director, in the private sectors, and especially women-owned/led enterprises in micro and small enterprises.

    In 2023, UN Women Thailand's programme implementation and partnership with line ministries, especillay the key strategic partner (Ministry of Social Development and Human Security) has led to the sucessfully advanced gender equaily and women's empowerment (GEWE) and the widely localised SDG 5, SDG 16, and SDG 17, as well as the contribution to the UNSDCF's outcome 3 through key thematic prirorities, which respond to UN Women's three impact areas including (1) the development and application of gender equality and women's empowerment, (2) preventing and responding to violence aganist women and girls, and (3) women's increased economic opportunities, as follows:Women Peace and Security: With the direct support of UN Women Thailand, the National Action Plan on Women Peace and Security was drafted and it was already reviewed and endorsed by the Sub-Committee on Women Peace and Security. The draft WPS NAP will be further submitted to the Committee on the Promotion of the Development of the Status of Women, the National Committee on Policy and Strategy for the Development of the Status of Women, and the Office of the National Economic and Social Development Council respectively to further review and endorse.
    Women’s Economic Empowerment: In partnership with multi-stakeholders, UNW TH has promoted women’s economic empowerment as a successful mechanism to advance gender equality and women’s empowerment. UN Women supported the establishment of the Local Implementation Learning Center (LILC) at Prince of Songkla University in Pattani on 6 June to localize SDG and empower women and youth through economic empowerment in the Southern border provinces. In addition, the Women’s Economic Empowerment and Learning Center (WEE Center) was established on 22 September in Chiang Khong, Chiang Rai province.This center serves as a dedicated learning space for (currently more than 350) women in Chiang Khong and the Northern border provinces, fostering sustainable initiatives to promote and support women in communities. By providing a platform for the development of skills and knowledge, and a marketplace for their products, the WEE Center plays a pivotal role in augmenting women's income and securing career opportunities and contributing to enhancing the self-esteem and confidence of women, empowering them to play an increased role and amplify their voices in public and social activities.
    Gender-responsive budgeting and procurement: UN Women advances gender responsive budgeting through capacity development of 15 line ministries and partners with private corporations to advocate the implementation of a gender-sensitive business culture and gender-responsive procurement. This initiative also supported women-owned SMEs to link up with these corporations to secure equitable access for women to networks, finances, and markets. This public-private partnership led to 92 large corporations adopting gender-responsive procurement principles and resulted in 101 MSMEs capacitated.
    Advancing SDGs: UN Women's impact and key achievements
    The UNSDCF articulates the UN development system’s support for Thailand’s strong commitment to achieve the 2030 Agenda for SDGs. Guided by the UN principles of Leave No One Behind, human rights, gender equality, sustainability and resilience, the UNSDCF is closely aligned to Thailand’s 20-Year National Strategy and the 13th NESDP. UN Women Thailand has assisted RTG made progress accelerate work contributed towards UNSDCF outcome 2 and 3 and the following SDGs:SDG 5 - Eliminate all form of violence against women (VAW) and contributed to SDG 5.2 by building coordinated system of survivor-centered essential services )health, social, and justice) in Mae Sot to ensure all survivors are treated with dignity regardless of nationality and migration status (in additional to the 2 task forces already built in Chiangmai and Bangkok in 2021). The GBV task force in Mae Sot was officially formed. Mae Sot's local MoU/SoP was established and signed. - Gender equality and related target, contributed to SDG 5.5 by ensuring woman's full and effective participation and opportunities for leadership at all levels of decision making in political, economic and public life. Building awarenes and caapcity dialouge to mobilize private sctor committments to tangible actions to empoweri women at workplaces with signatories base of 105 private companies in Thailand. SDG 8- Decent work and related target 8.5, The initiative has a potential to be replicated with other countries working with Women Empowerment Programme (WEPs) signatories enabling them to commit tangible actions to empower women. UN Women continues dialogue series, intensifies the tailored focus to demand s of the companies and recognizes policies and practices through awards. The companies employing over 10,000 employees, made commitments made commitments include strengthening equal opportunities and non-discrimination polices, targetted approach to increase women in leadership, diversifying supplier and conducting Gender audit. UN Women Thailand, Securities and Exchange Commission and Office of SMEs promotion put forward to Thailand jointly developed WEPs policy roadmap. SDG 16- Supporting and advocating with CSOs, NGOs and Government sectors to address the discriminatory policy that barred documented women migrants experiencing violence from receiving the Government compensation fund. The activities resulted in the accessibiliy of all women, including undocumented women migrants, to the compensation fundwithout discrimination.To ensure a strong focus on results throughout implementation of the UNSDCF, the UNCT established 3 Outcome Groups, which is co-convened by two or three Heads of Agency. UN Women Thailand is a member of Outcome Groups and Chair of Gender theme group to ensure best needed results relect partnership and collaboration.

    The UN Country Team, Government and CSOs coherently and systematically contribute to progress on Gender Equality and Women’s Empowerment and on the implementation of the CEDAW, Beijing Declaration and Platform for Action, the SDGs and UNSC Resolution 1325 as well as other global and regional normative frameworks.
