    Gender statistics, sex-disaggregated data, and knowledge are produced, analysed and used to inform countries´policies and norms and UN Women programming, advocacy and accountability for delivering gender equality and women´s empowerment results

    In 2024, the gender data and statistics strategic support unit of the Regional Office advanced in the integration and use of gender statistics around the region. This initiative is essential for advancing gender equality in the region, included comprehensive technical and the creation of partnerships to integrate gender perspectives into statistical production and policymaking. The National Statistical Offices (NSO) share their experiences in gender mainstreaming, forming collaboration networks channelled by the Statistical Conference of the Americas (SCA) working groups, which have resulted in the creation of guides informed by the NSOs' experience and the creation of the toolbox. Since December 2024, the NSOs in the region have documents with guidelines, concepts and examples that allow the gender perspective to be mainstreamed in all phases of statistical production in a short version “ Guidelines for mainstreaming the gender perspective in statistical production ” and long version “ Hacia la transversalización de la perspectiva de género en la producción estadística en América Latina y el Caribe ”. Also, in the framework of a SCA working group, during 2024 the NSOs shared close to 276 tools that are being systematized, to mainstream the gender perspective in all phases of statistical production. Finally, the others working groups of SCA have comments and recommendations were made on the mainstreaming of gender perspective in the following working groups, due to UN Women with Economic Commission for Latin America and the Caribbean (ECLAC) have been part of the Advisory Group for mainstreaming the Gender perspective in the SCA's working groups. The Regional Office co-produced with ECLAC a report on “ The 2030 Agenda for Sustainable Development and the Regional Gender Agenda in Latin America and the Caribbean: gender indicators up to 2023 ” to inform the regional consultation in preparation towards the sixty-eighth session of the Commission on the Status of Women, which focused on “Accelerating the achievement of gender equality and the empowerment of all women and girls by addressing poverty and strengthening institutions and financing with a gender perspective”. This Regional Report brought the ECLAC Gender Observatory website to its highest number of visits and downloads of the year. It also motivated the creation of country-level reports. Gender snapshots for Mexico and Uruguay are currently under review, and preparation is being planned for other countries. The gender data and statistics strategic support unit oversees the Women Count Regional Program, which seeks to change how gender statistics are used, created, and promoted. It emphasizes coordination and support for planned activities in the LAC region, with a specific focus on Mexico, Uruguay, Argentina, Caribbean Multi-Country Office (MCO), and Colombia. The program includes regional coordination and support for activities such as training, knowledge products, and the development of methodological tools on gender statistics. Women Count supported the production of knowledge products of Argentina, Uruguay, Mexico, Caribbean, and regional level have developed knowledge products to enhance analysis on gender equality challenges. During 2024, a document was published from Uruguay ( Escenarios para el empoderamiento económico de las mujeres — Uruguay ), Mexico ( La Agenda 2030 para el Desarrollo Sostenible: indicadores de género de México a 2024 , two from the Caribbean: CARICOM Guidelines and Protocols on the Collection and use of Administrative Data on Violence Against Women and Girls and Piloting the Measurement of SDG Indicator 5.4.1 in Barbados , and two from Argentina ( Vulnerabilidad financiera, género y cuidado en los hogares monomarentales and Techos de cristal y pisos pegajosos: análisis de trayectorias concursales para cargos de magistraturas 2018-2022 en la Justicia Nacional y federal de la República Argentina ). All knowledge products aim to respond to the needs and interests of countries and regions to quantify inequalities between men and women in the region, identify progress, or guide essential aspects of gender equality, supported by statistical evidence. The region will identify pilot countries for the statistical framework for measuring femicide-feminicide. The piloting to the UN Women Regional Offices (Africa, Arab States, Asia Pacific, and Latin America), has been implemented by Global Centre of Excellence on Gender Statistics -CEGS-, in coordination with UNODC-INEGI Center of Excellence, and UNW RO for the Americas and the Caribbean. Ecuador and República Dominicana, following the pilot during 2024, have made progress in identifying good practices regarding the process of collecting information in administrative records. 1514 data producers and users with strengthened capacities in the collection, analysis, dissemination and use of gender statistics. 26 women and 10 men from 9 government institutions in Dominican Republic have enhanced their skills in the production and use of gender indicator statistics. 121 people studied the "Higher Diploma in Measurement of gender-based violence against Women and feminicide - femicide." (with the support of ECLAC, Latin American Council of Social Sciences -CLACSO-, United Nations Development Programme -UNDP-, and UN Women) in CLACSO; and 44 people received scholarships. 67 participants (25 in person and 42 online) improved their skills in the analysis of forecasts methodologies, in two workshops that explain the methodology of the study of forecasting in June 2024, co-organized by CEGS, Mexico Country Office, and CLACSO. 11 participants from IBGE (the NSO of Brazil) and OBIG, were supported with the workshop to measure the SDG indicator 5.c.1 during April 2024 by UN Women HQ in coordination with RO. 32 participants from NSOs of the countries in Latin America and the Caribbean participated in the working group "Tools for mainstreaming the gender perspective in statistical production processes" of the Statistical Conference of the Americas. Close to 900 people, 187 participants in person and around 700 online, participated in the sessions during 3 days in the framework of the XXV International Meeting on Gender Statistics, co-organized by UN Women. Participants included representatives from National Statistical Offices, Mechanisms for the Advancement of Women, International Organizations, other government ministries or entities, academia and civil society organizations. Additionally, the LAC regional project “Scaling Up Climate Change and Environmental Policies and Programmes by Integrating Gender Perspectives” trained 120 data producers from different sectors of the federal government and specialists from academia organized with INEGI and the Ministry of Environment (May 2024), and 140 specialists (September 2024). The School of Demographic Analysis on Care, co-organized by the CEGS, El Colegio de México , and Universidad Externado de Colombia, provided specialized training to 30 participants through audiovisual resources, strengthening demographic research capacities. Additionally, more than 20 civil society organizations took part in a "training for trainers" course, co-led by CEGS, COLMEX, and INMUJERES, focused on leveraging geospatial data from the Care Map of Mexico to inform advocacy and program development. Finally, UN Women (RO and Mexico), ECLAC, National Institute of Statistics and Geography (INEGI), and National Institute of Women (INMUJERES) organized international events related to gender statistics. Professionals dedicated directly or indirectly to gender statistics have actively participated in international events such as the International Meeting on Gender Statistics, where topics related to the advancement of women's rights, priority areas for UN Women, innovative methods, and the 2030 Agenda have been positioned.

    In 2023, the Data and Statistics area of the UN Women's Regional Office for Latin America and the Caribbean significantly enhanced gender statistics' integration and utilization across various sectors. This initiative, crucial for the region's efforts towards gender equality, involved in-depth technical support and the development of partnerships aimed at mainstreaming gender perspectives in statistical production and policymaking. The data and Statistics area is responsible for the Women Count regional Program, which seeks to change how gender statistics are used, created, and promoted. It considers the coordination and support in the planned activities in the LAC region and specifically in México, Uruguay, Argentina, MCO -UN Women, and Colombia. It considers coordinating at the regional level and supporting activities, such as training, knowledge products, and methodological tools on gender statistics. The support extended to country offices, notably in Brazil, Argentina, Uruguay, and 17 CARICOM countries, involved technical assistance for analyzing gender statistics and gender statistics training programs, thereby empowering these offices to leverage data in advancing gender equality goals. Developing knowledge products in coordination with the governments is crucial for its use. Also, the training programs guarantee capacity building on gender statistics across the LAC region; they provide a solid foundation for participants to improve their statistical skills, specifically in gender-related data collection and analysis. Also, UN Women worked closely with key regional partners, ECLAC, CARICOM, CLACSO, UN agencies, national statistics offices, and MAMs to streamline gender statistics activities. This collaboration aimed at ensuring a unified approach across the region, enhancing the accuracy and relevance of gender data. A landmark achievement was the collaboration with the Statistical Conference of the Americas (SCA). As part of the contributions, UN Women has been part of the Advisory Group for mainstreaming the Gender perspective in the SCA's working groups. Likewise, jointly with ECLAC, we served as technical co-secretaries for the working group responsible for developing the "Guide for Mainstreaming the Gender Perspective in Statistical Production." This guide, endorsed (SCA) as a regional guideline, represents a significant step towards embedding gender considerations into the creation of statistical analysis and policy development. It was developed in coordination with the NSOs from the region. The Global Centre of Excellence on Gender Statistics (CEGS), in coordination with UNODC, EVAW, Regional Offices, and UNODC, has participated in various meetings to introduce tools and guidance for piloting the femicide statistical framework. Ecuador will implement the pilot in the region, showcasing the region's dedication to addressing femicide through improved data collection and analysis. Finally, UN Women (RO and Mexico), ECLAC, INEGI, and INMUJERES organized 3 international events related to gender statistics. This gathering brought together experts from various fields, from NSOs, MAMs, academia, and international organizations, highlighting the regional dedication to advancing gender statistics

    National Statistical Offices, National Mechanisms for the Advancement of Women, and other governmental institutions, UN Women Country Offices, NRA, national and regional partners across Latin America and the Caribbean are increasingly integrating, institutionalizing, producing and using gender statistics to strengthen statistical systems, inform policymaking, and enhance accountability for gender equality commitments, with the contributions in technical assistance, capacity development, innovation, and regional coordination led by UN Women and its partners. National statistical systems in the region improved their capacity to mainstream a gender perspective in official statistics. The availability and uptake of regional instruments—such as the Tools for Mainstreaming the Gender Perspective in Statistical Production Processes ( https://sitios.cepal.org/toolkitgen/es )—,carried out with the Economic Commission for Latin America and the Caribbean (ECLAC) and the National Institute of Statistics and Geography (INEGI) of Mexico, have supported the accessibility of resources such as methodologies, tools, and good practices. The consolidation of these tools was carried out through the working group of the Statistical Conference of the Americas (SCA). As well as the development and publication of the guide From Data to Policy: Guidelines for Census Analysis with a Gender Perspective, prepared by UN Women, UNFPA, AECID, and the IDB, which seeks to strengthen gender analyses of censuses, going beyond sex disaggregation and considering intersectionality and diversity ( https://lac.unfpa.org/es/publications/guia-analisis-datos-censales-perspectiva-de-genero ). Two working groups were approved for the 2026–2027 biennium, with the support of UN Women and ECLAC. The first working group will focus on the “Update of the Classification of Time Use Activities for Latin America and the Caribbean (CAUTAL)”, itwill be led by the National Statistical Office of Uruguay, with ECLAC and UN Women serving as technical co-secretariats.While the second will address the “Guidelines for the Development of Regional Gender and Climate Change Indicators in Latin America and the Caribbean” and it will be led by the National Statistical Office of Guatemala, with UN Women (RO and CEGS), ECLAC and UN Environment Programme participating as members. At the same time, countries in the region are increasingly using gender statistics to monitor progress toward the Sustainable Development Goals and other national and international commitments. Regional and country-level knowledge products -KP- (9 developed and published, and 6 developed)—including SDG gender indicator reports, Gender Snapshots, country profiles, and thematic studies—are shaping how institutions analyze gender inequalities and communicate evidence to policymakers and stakeholders.The KP have been developed in coordination with other United Nations agencies such as ECLAC, UNSD, and UNFPA, and with key stakeholders in the countries, such as National Statistics Offices (NSOs) and Mechanisms for the Advancement of Women. The regional report The 2030 Agenda for Sustainable Development and the Regional Gender Agenda in Latin America and the Caribbean | Gender Indicators up to 2024, served as a reference document at the Eighth Meeting of the Forum of the Countries of Latin America and the Caribbean on Sustainable Development (2025) ( https://foroalc2030.cepal.org/2025/es/documentos ) and at the XVI Regional Conference on Women in Latin America and the Caribbean ( https://conferenciamujer.cepal.org/16/es/documents/2 ). While country-level Gender Snapshots and analytical studies have strengthened national capacities to assess progress, identify gaps, and frame evidence-based policy discussions. These products are contributing to a shift from descriptive reporting toward more strategic, policy-relevant use of gender statistics. Institutions are also expanding their analytical analysis into key areas. The development and application of specialized statistical instruments in areas such as violence against women in politics, technology-facilitated violence, gender and climate change, and care economy, indicate the relevant recognition of the need for disaggregated, and context-specific gender data. In coordination with the Global Centre of Excellence on Gender Statistics we support key areas of gender statistics, particularly in gender and climate change, women economic empowerment, and violence against women. The baseline for the list of indicators was established, according to the data component of the project “Gender, Environment and Climate Change: Strengthening Efficient, Just, and Effective Actions,” in Mexico, Chile, and Brazil ( https://mexico.unwomen.org/es/stories/noticia/2025/12/onu-mujeres-impulsa-indicadores-regionales-de-genero-ambiente-y-cambio-climatico-en-america-latina ). Also, we continue with the pilot implementation of the Statistical Framework for Measuring Gender-Related Killings of Women and Girls (Femicide/Feminicide) in Ecuador Chile, and the Dominican Republic, and starts in Uruguay ( https://www.unodc.org/unodc/en/data-and-analysis/statistics/iccs/2025_femicide_meeting.html ). The development and refinement of automated dashboards, reporting systems, and artificial intelligence–based tools have contributed to analysis of gender statistics. By integrating automated data consolidation, standardized metadata, application programming interfaces (APIs), and AI-based classification models, the dashboards are developed. Knowledge dissemination through innovative formats, including podcasts (Descifrando) ( https://open.spotify.com/show/2sv7TAPTeXQ4Dif0M8IKPf ), impact stories, and knowledge products, has expanded the reach and practical use of gender statistics, reinforcing their relevance for public debate, policy formulation, and accountability. These strategies promote the use of gender statistics through innovative approaches; for example, Deciphering reaches non-statistical audiences who listen to podcasts. More than 1,900 data producers and users in LAC strengthened their gender statistics expertise through training, scholarships, regional events, and technical support in 2025. Data producers and users are applying strengthened technical skills in the production, analysis, dissemination, and use of gender statistics. These capacities include analysis in thematic areas, including violence against women and femicide/feminicide measurement, care economy and time-use statistics, environmental and climate data, and the mainstreaming of gender perspectives across statistical systems. The diversity of these capacity-building efforts reflects a growing demand for gender statistics expertise and a stronger institutional culture of learning and collaboration. Multi-stakeholder dialogue spaces—such as regional and global statistical forums, international meetings on gender statistics, and communities of practice—have strengthened coordination among NSOs, women’s machineries, UN agencies, academia, and civil society. Key regional spaces in gender statistics have been continued and strengthened, such as: the International Meeting on Gender Statistics ( https://www.inegi.org.mx/eventos/2025/genero/ ), and the International Meeting of Specialists on Information on Time Use and Unpaid Work ( https://www.inegi.org.mx/eventos/2025/rut/ ). In this way, the region demonstrates how gender statistics, sex-disaggregated data, and knowledge are produced, analyzed, and used to inform national policies and normative frameworks. At the same time, UN Women is positioned as a key actor in the region on gender statistics, contributing through its activities and global, regional, and country-level initiatives.
