Advancing partnerships & resourcing; Effectively influencing for impact & scale
During the reporting year, the Americas and Caribbean region made a rigorous effort to build across the board capacities of the Country, Programme presence and Multi-Country Offices to effectively adapt to a challenging context, evolving needs for resourcing, refine the business model and approach to resource mobilization and partnerships. The Representatives and the key programme staff were equipped with the innovative knowledge and tools to scale up UN Women’s strategic engagements with the private and public sectors, optimize the benefits of the engagement in the areas of resource mobilization, technical collaboration and innovation in the region. In 2023, the RO facilitated established of the 49 regional partnerships, including with UN AFPs, public and private partners, CSOs, thinktanks and IFIs, which resulted in both increased revenue and influencing for the gender equality and women’s empowerment impacts.
The work with other regions, specifically with Europe and the UN Women office in Brussels, is highlighted by initiatives such as the "Bi-regional Care Pact". With the thematic intervention of the areas of governance, political participation and economic empowerment of women, this bi-regional interaction has been key to promoting technical and financial cooperation between the regions.
ACRO's leadership in care and the unprecedented advances in the region have made it possible to overcome the vertical gaze of the North towards the global South and proposing new horizons of cross-regional work. Work is being done to ensure that field offices meet their RM and implementation typology targets. There is more information provide under another output of the activities done by Partnership to increase the capacities in the CO's in RM. In terms of achieving implementation typology targets - the RO is having regular monthly meetings with OMs across the region, to identify bottlenecks in implementation and support with resolving those. Furthermore, the Strategic Support Unit, responsible to project management and project implementation in the RO is provide support with developement of acceleration plans for non-core projects with large projects in countries.
Nurturing an empowered Workforce and advancing an inclusive UN Women culture
During the reporting year, the Regional Office implemented several initiatives to empower, engage and nurture team members to strengthen an inclusive environment.
The Regional Office supported personnel in the Americas and Caribbean region with the implementation of Quantum platform to enhance personnel capacity and ensure continuous operation and delivery rates are maintained. Throughout the year, virtual and classroom sessions were conducted on all areas of operations and programme to raise capacity and enable colleagues to have hands-on practice, clarify doubts and collaborate to develop best practices. Procedure, workflow, and technical issues were raised and solved with the support of the Regional Office.
Additionally, workplace mental health and wellness sessions were conducted to support the workforce in managing stress, cope with anxiety, provide orientation on work life balance and implement practical tips for a healthy life.
The RO approved throughout the year several developmental opportunities such as virtual deployments, detail assignments, temporary assignments, CIPS certification, PPM training and encouraged the completion of the Leadership & Management Blueline online leadership courses to nurture and empower personnel.
Focal Points for PSEA and SH were appointed and orientation sessions were provided to build capacity, clarify role, procedures and tools to carry out their role. Follow-up meetings conducted to assess the environment in the region.
Monthly sessions to build capacity and empower the HR Focal Points in the region were conducted to introduce new initiatives, clarify doubts, share best practices and raise concerns for a regional approach.
The Regional Office lead, supported and monitored the post establishment and recruitment process of 53 new positions in the region funded with unspent allocation, fund W0007.
Effective normative, programmatic and coordination products, services and processes
UN Women's ACRO has significantly advanced the standardization of program approaches, knowledge products, and services. This progress is grounded in robust evidence base derived from four independent evaluation exercises, a meta-synthesis of evaluations, and a series of impactful learning and practice exchanges.
In strategic planning, 2023 saw three high-level and quality Strategic Notes develop, Brazil, Chile and Haiti. Notably, Brazil and Chile's Strategic Notes piloted an enhanced strategic planning process. Chile achieved a milestone by becoming the first office globally to present an Early Draft, sparking vital discussions on its planning priorities for the next four years. This holds special significance for Chile as it marks its inaugural Strategic Note as a Country Office. The revised process has fostered a deep and meaningful dialogue on Chile's strategic focus, aligning it with the dynamic context of its first Country Office Strategic Note. The newly created Strategic Support Unit and particularly the specific Programme Management team, focused during 2023 in improving and implementing ACROs project and program management policies by enhancing its corporate capacities and extending support to country offices and NPPs in non-core projects and program implementation. Capacity building missions were carried out to Guatemala, Barbados-MCO, Argentina and Uruguay. And online sessions were provided to other offices in the region. A community of practice was created in MS Teams, enabling discussions and knowledge sharing.
